- The 319th Contracting Squadron is soliciting the following Runway Lighting Project at the Grand Forks Air Force Base ND. ***NAICS Code has been corrected from original notice*** Work to be performed includes, but is not limited to: Replacing the south end lighting system. The existing strobe lighting system shall be transferred to the new light supports. The mounting height of the elevated lights shall take into account the effects of drifting snow. It is desired to have the fixtures mounted as high as FAA and Air Force standards allow. The above general outline of principle features does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, and materials required by the specifications and contract drawings. In addition to the other safety codes and manuals referenced in the contract documents, all work must be performed in accordance with applicable Occupational Safety and Health Administration (OSHA) regulations and industry accepted safe practices. The performance period for this contract will be 183 calendar days. This acquisition is being considered for a Hubzone set aside. If your firm is Hubzone certified and intends to propose on this acquisition, please provide the following information to the Contracting Officer not later than 10 calendar days of this notice. Or the solicitation will be issued as unrestricted. (1) SBA certification of Hubzone eligibility, (2) Capability statement of your firm, and (3) A positive statement that your firm intends to propose on this acquisition (4) Evidence of recent experience in work similar in type and scope to include, contract numbers, project titles, dollar amounts and points of contact with phone numbers (5) Your available bonding for this project. Based on this response, the Contracting Officer will make a determination if there is reasonable expectation of adequate competition for award or to proceed with a Hubzone set-aside. The contemplated contract will be Firm Fixed Price. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best value to the Government. The NAICS code is 238210 with a Small Business size standard of $12,000,000.00 The magnitude of this work is between $500,000.00 and $1,000,000.00. The closing date and time for submission of offers will be contained in the solicitation package. When posted, the solicitation may be obtained by downloading through the Electronic Posting System (EPS) (Vendor). Hard copies will not be available. Offerors must be registered in the Central Contractor Registration (CCR) on line at www.ccr.gov. in order to be considered for award. Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for any updates or amendments.
