Description
The Government intends to establish a sole source under the authority of 10 USC 2304 (c) (1) Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements; a Ten year contracting arrangement with BAE Systems Information and Electronic Systems Integration, Nashua, New Hampshire, CAGE Code 94117. BAE Systems is the ONLY source that maintains the engineering and technical data necessary to successfully engineer, manufacture, and repair these items; therefore it is the Government?s intention to solicit only BAE Systems. BAE Systems, the Original Equipment Manufacturer of these items, maintains proprietary rights to ALL technical and engineering data and drawings for these items. This contract will be managed by Ogden Air Logistics Center (OO-ALC/LGKE), Hill Air force Base, Utah. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The contract will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for spares, repairs, production, modifications, engineering services, software development and maintenance, and contractor support services for the F-16 Weapon System. Engineering will include F-16 aircraft Stores Management System Tester, Stores Release Equipment Tester, Armament Circuits Preload Tester, Calibration and Maintenance Unit, Stores System Tester (SST), Enhanced Diagnostic Aid (EDNA), and Viper Memory Load Verifier (MLV). Production items will include SST and Viper MLV. Repair type items will include repair of these same production items as well as repair of EDNA, EDNA Electronic Units, Viper Interface Adapters, installed Circuit Card Assemblies, Tray Assemblies, Cable Assemblies, Memory Cards, Input/Output Connectors, Power Monitors, and several other sole source repair items. Only spares, repairs, production, modifications, engineering, software, and contractor support services determined by the Government, as sole source requirements to CAGE 94117 will be incorporated. This notice of intent is not a request for competitive proposals. The Government will be using Alpha-contracting procedures. Interested sources that possess the capabilities of obtaining the required technical, engineering, and manufacturing data from BAE Systems, and possess the capabilities to manufacturing these items can submit information regarding their capabilities. This information must include (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., salient physical, functional, and serviceability characteristics), and/or (2) data that the offered parts have been satisfactorily manufactured for the Government or BAE Systems. THIS INFORMATION MUST BE RECEIVED WITHIN THIRTY (30) DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The Government does NOT intend to pay for information solicited. NOTE: 26
