- This is a combined synopsis/solicitation for the commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. This solicitation number: 3011265152-00096, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-14. The U.S. Department of Agriculture in Beltsville, Maryland intends to procure the following two lined items as a sole source procurement under the authority of 41 U.S.C. 253 (1) where there is a reasonable basis to conclude that the U.S. Department of Agriculture?s needs can only be satisfied by one responsible source and no other supplies will satisfy U.S. Department of Agriculture?s requirement. U.S. Dept. of Agriculture intends to procure the following two lined items: LINED ITEM ONE: Quantity of two each of the item: ?All weather 900 MAX refrigerated water sampler with Integral Submerged Pressure?, All equipment on this pre-solicitation notice is manufactured by Hach/American Sigma in Loveland, Colorado and they can be reached at Phone number: 1-800-227-4224 extension: 2574; Contact Person: Jill Gregory. IMPORTANT NOTE REGARDING THE SOLE SOURCE VENDOR: ?Hach/American Sigma: The two above refrigerated automated water samplers under lined item listed above- and the two refrigerated water samplers below under lined item two - shall all be installed along side EXISTING monitoring and sampling equipment that are installed in a riparian buffer system under current U.S. Dept. of Agriculture study for water quality. The existing Equipment already in use at U.S. Dept. of Agriculture in Beltsville, Maryland is the: Hach/American Sigma 900 Max ? which currently monitors the riparian stream and shall be fully compatible and shall integrate with the new refrigerated water samplers that U.S. Dept. of Agriculture intends to procure ? as stated on this Pre-Solicitation Notice. The New Refrigerated Water Samplers shall also at times ? need to be able to use the same ultrasonic sensor which shall be used to detect stream height. Based on the above reasons: it is essential to to procure the new refrigerated water samplers thru Hach/American Sigma to insure full compatibility with the existing equipment listed above and shall fully provide interchangeable components needed to maximize flexibility in instrument configuration. The following are the required components/parts that shall make up the above requirement for the above lined item one for a quantity of two each of the item: Hach/American Sigma item: ?All Weather 900 MAX Refrigerated Water Sampler? - Submerged Pressure Consisiting of the following: Note: A quantity of one each is needed for the components/parts listed below except when specified differently: Part Number: 3543, 900MAX Controller and Cabinet; Part Number 920, 25 foot Vinyl Intake Tubing, 3/8 inch, ID; Part Number 926, Teflon/Stainless Steel Intake Strainer; Quantity: 1 Set of 24 for Part Number: 732, Glass 350 ml bottles; Part Number: 1511, Bottle Positioner; Part Number: 1056, Retainer; Part Number: 8562, Disctributor Arm; Part Number: 8794, Integral Submerged Pressure Depth; Part Number: 2343, Submerged Pressure sensor with 25 foot cable. LINED ITEM 2: Quantity of two each of the item: ?All Weather 900 MAX refrigerated water sampler with integrated ultrasonic levels consisting of ? which shall require the following parts/components: Note: all quantities required below are one each unless otherwise specified: Part Number 3543, 900MAX Controller and cabinet; Part Number: 920, 25 foot vinyl intake tubing, 3/8 inch ID; Part Number 926, Teflon/Stainless steel instake strainer; Part Number 732, Quantity of 1 set of 24 of the Glass 350 Ml Bottles; Part Number: 1511 Bottle Positioner; Part Number: 1056, Retainer; Part Number: 8562, Distributor Arm; Part Number: 8851, Integral Ultrasonic Level; Part Number: 3028, Ultrasonic Level Sensor with 25 foot cable. LINED ITEM 3: Part Number: 5255, Insight Software package Shipping of the above 3 lined items Shall be F.O.B. Destination and shall include inside delivery to Beltsville, Maryland 20705. Delivery is required 30 days after award. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.222-2152.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-34, and 52.222-70. COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN1999) (DEVIATION) (USDA). (a) The offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212 (d) (i.e., the VETS-100 report required by FAR Clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam ERA) , it has[ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An Oferor who checks ?has not? may not be awarded a contract until the required report is filed. CONTRACT PAYMENT (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer Compliance with 31 CFR 208. To Facilitate EFT for Contract payments, FAR Clauses 52.232-34 and 52.232-35 (31CFR Part 208) requires the submission of information by the Contractor to the payment office. Upon Award, the Contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Payment), which will result in a numberbeing assigned to the contractor for payment under EFT. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with veterans Employment Reporting Requirements). Faxed Quotations are acceptable to John Wilkinson at phone number 301-504-8696 on or before July 24, 2003 at 4:30 p.m. (E.S.T.). All responses will be evaluated in order to determine the ability to meet the above stated capabilities. Responses shall include technical specifications, literature, brochures, and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government?s functional and performance minimum specifications listed herein. The Government shall award a contract resulting from this solicitation to the responsive /responsible offeror whose offer coforming to the solicitation will be most advantageousto the Government. The Anticipated award date is July 25, 2003. All responsible sources may submit a quotation, which shall be considered by U.S. Dept. of Agriculture.
