Description

Description: The National Park Service intends to issue a concession prospectus with a public solicitation effective date of July 9, 2003 for the continuation of retail and scenic observation tower visitor services at Hot Springs National Park. The solicitation period will be July 9, 2003-October 7, 2003. Primary concession services are a gift shop and a scenic observation tower that looks over the Ouachita Mountains and the City of Hot Springs, AR. The concession facilities are required to be open 365 days per year. Hot Springs and the surrounding area have a population of 90,000. The park is located approximately 60 miles southwest of Little Rock, Arkansas. There are over 4,000 hotel/motel rooms and 200 restaurants in the immediate area as Hot Springs is a resort destination area. The annual gross receipts for 2002 were $806,000. The average annual visitation to the park is approximately 1.4 million recreation visitors, with an average of 96,000 visiting the mountain tower. The new concession contract will be for 10 years. Further details are available in the Prospectus. Under the provisions of 36 CFR Part 51, Subparts E and F, the Director has determined that this is not a qualified concession contract. Therefore, no Preferred Offeror for this contract exists under the terms of 36 CFR Part 51. Any offer, including that of the existing concessioner, must be received at National Park Service, Office of the Assistant Superintendent, Hot Springs National Park, P.O. Box 1860, Hot Springs, Arkansas, 71902. Offers sent through other delivery methods (i.e., Federal Express) should be addressed to the National Park Service, Office of the Assistant Superintendent, Hot Springs National Park, 101 Reserve Avenue, Hot Springs, Arkansas 71901 no later than 4:30 p.m. on the response date shown above, in order to be evaluated and considered for an award of a concession contract to provide visitor services in Hot Springs National Park. The cost for purchasing a prospectus is $35 by mail or $30 if picked up in person at the address below. Parties interested in obtaining a prospectus should mail or bring a check or money order in person (NO CASH SALES) made payable to "National Park Service". A Tax Identification Number (TIN) or Social Security Number (SSN) must be provided on all checks. Prospectus copies can be obtained at the following address for in person pick-up or federal express: National Park Service, Hot Springs National Park, 101 Reserve Avenue, Hot Springs, Arkansas 71901. If purchased by mail, the front of the envelope should be marked "ATTENTION: OFFICE OF THE ASSISTANT SUPERINTENDENT/CONCESSIONS - MAILROOM DO NOT OPEN". If purchased by regular mail, please use P.O. Box 1860, Hot Springs, Arkansas 71902. You must include in your request for the prospectus a delivery address that will accept a Federal Express package. An electronic copy of the prospectus is not available. The prospectus, when issued, will contain information on the business opportunity, the new concession contract, the proposal package and terms and conditions under which the National Park Service will award the new concession contract. A one-day site visit is scheduled to occur approximately 45 days following the release of the prospectus; a separate notice will be issued regarding the specific date, time and location of the future site visit.
