- This solicitation will be issued as an unrestricted, IDTC and is for the acquisition of: Parka, Wet Weather, HeavyWeight (Min-Max) 7560/9000 Trouser, Wet Weather, HeavyWeight (Min-Max) 9493/16,000 The items are to be manufactured in accordance with MIL-P-87098. Best value source selection procedures will be used in this solicitation. The following evaluation factors are incorporated: Product Demonstration Models, Past Performance, Industrial Mobilization, Socioeconomic Support, JWOD, Defense Logistics Agency Mentoring. Two (2) one year -term options will be included in the solicitation. The solicitation will be issued using FOB destination. The production leadtime for the first delivery order is 210 days after the date of award and will consist of 8 delivery increments. The destinations involved our new Cumberland PA and Tracy CA. Copies of the solicitation will be made available on the procurement gateway at http://progate.daps.mil/home at the time of solicitation issuance. From the home page gateway homepage, select ? search RFPs from the right hand sidebar. Then choose from RFP you wish to download. RFP's are in the portable document format (PDF). In order to download and viewed these documents you will need Adobe Acrobat reader. The software is available free at the HTTP://www.adobe.com. In addition, to receive E-MAIL NOTIFICATION OF SOLICITATION you must register with the USER PROFILE feature of the Gateway. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil AFTER Jul. 21st 2003. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
