Description
17. The purpose of this notice is to provide (1) a revised acquisition milestone schedule for the DHS SPIRIT project; (2) solicitation response information regarding the use of the Online Representations and Certifications Application (ORCA); and (3) a change to the number of SPIRIT contracts to be awarded. DHS SPIRIT acquisition milestones have been revised as follows: The Request for Proposal (RFP) is anticipated to be released in late 4th Quarter FY03 with proposals due in mid 1st Quarter FY04. Contracts are anticipated to be awarded in 3rd Quarter FY04. The Online Representations and Certifications Application (ORCA) will be used to retrieve offerors annual Representations and Certifications (Section K of the RFP) for this acquisition. An abridged Section K will be included in the solicitation for contract-specific and/or agency-specific Representations and Certifications, if applicable. ORCA can be accessed using the Business Partner Network (BPN) web site: www.bpn.gov. There is a direct link to ORCA on the left of the BPN home page. Select either Vendor or Public, and then select Help to access the ORCA Handbook, Frequently Asked Questions, and the ORCA Background. Previously, we indicated that there was no pre-established number of contracts that would be awarded per tier. After further consideration, we have determined that a maximum of eight (8) contracts per tier per functional area will be awarded to ensure adequate task order competition. SPIRIT contracts will be awarded based on the outcome of the source selection process. If adequate contract competition is not received in a particular tier of a functional area, we will reserve the right not to award any contracts in that tier of the functional area. CONTRACTORS NOTE: DUE TO THE OVERWHELMING INTEREST IN THIS REQUIREMENT, NO QUESTIONS OR ONE-ON-ONE MEETINGS REGARDING THE DHS SPIRIT PROJECT ARE BEING ACCEPTED. E-MAILS OR TELEPHONIC INQUIRIES RECEIVED WILL NOT BE ADDESSED. All further DHS SPIRIT project information, including the RFP, will be posted on this site as it becomes available.
