- NASA JSC White Sands Test Facility (WSTF) plans to issue a Request for Proposal (RFP) to replace the steam distribution piping system for the WSTF Large Altitude System in the 400 Test Area. Phase 1 (to be completed in 9 months from notice to proceed for Phase 1) consists of removing and replacing the 30" steam header (approximately 535 ft), installing a 30" drain line at the steam generator, installing two 30" diameter expansion joints, refurbishing 30" pipe supports, and installing the 6" drain lines. Phase 2 (to be included as a priced option in the contract, to be completed within 4 months from notice to proceed for Phase 2) includes removing and replacing the 24" (approximately 108 ft) and 12" (approximately 80 ft) steam supply lines at Test Stand 403 and installing redesigned restraints and supports. The order of magnitude for the procurement is between $500,000 and $1,000,000. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 234910 and $28.5M, respectively. The anticipated release date of the RFP is on or about July 22, 2003, with an anticipated offer closing date of on or about August 22, 2003. The firm date for receipt of bids or proposals will be stated in the RFP. Drawings (when available) can be purchased from Kinko's at 505-522-5758. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
