Description
The Department of Veterans Affairs Central Office, Acquisition Operations Service intends to issue a Request For Quotation (RFQ) for a commercially available Nurse Manager Educational Development Program.=20 This program shall support 22 Veterans Integrated Service Networks (VISN) need for an off-the-shelf nurse development program which includes at a minimum all course work materials to support the individual nurse manager enrolled in the education program (i.e., manuals, supportive texts, evaluations, etc). This procurement is unrestricted, subject to NAICS: 611430, Professional and Management Development Training, with a size standard of $6M average gross annual revenue. This contract will provide for a base year and four (4), one (1) year options. The objective of this procurement is to choose two or more traditional institutionally grown educational programs to maintain state-of-the-art nurse manager skill development in concert with the best practices of the healthcare industry at large. An Indefinite Delivery, Indefinite Quantity (IDIQ) contract is anticipated to provide VISN=92s throughout the country a choice of recommended programs. The following evaluation criteria shall be used to evaluate offers: Technical consisting of the core curriculum content; Past Performance; Cost. Technical and Past Performance will be evaluated at 75% and 25% respectively as the order of importance. The importance of Cost will be based on best value should offers be close in their technical merit. The solicitation package will be available through the Internet only on or about July 14, 2003 and proposals will be due August 1, 2003 @ 2:00PM EST.
