- Description
- The work shall consist of providing technical services to Environmental Quality Incentive Program (EQIP) participants as required to implement the irrigation water management related components of their conservation plan. These components may include but are not limited to: Estimating crop irrigation water requirements; Irrigation water measurement; Irrigation scheduling; Irrigation system evaluation; and Irrigation pumping plant evaluation. NRCS has identified a need to provide Irrigation Water Management services for up to 200 EQIP program participants over the duration of this project. The participants are distributed throughout Colorado as shown below and on the attached map: Upper South Platte River - 10, Lower South Platte River - 10, Republican River - 25, Upper Arkansas River - 10, Lower Arkansas River - 20, North Platte, White & Yampa Rivers - 0, Colorado River - 5, Gunnison & Delores Rivers - 10, San Juan River - 5, Rio Grande River - 5. All services shall be provided in accordance with applicable NRCS policy and criteria which can be found at the following websites: NRCS Field Office Technical Guide: http://efotg.nrcs.usda.gov NRCS National Irrigation Guide & related references: http://www.wcc.nrcs.usda.gov/nrcsirrig/ The respondent must possess knowledge of conservation planning techniques; an understanding of basic agronomy, engineering, and soil science principles as related to irrigation, knowledge of the operational requirements for a variety of irrigation system types, and good communication skills. The respondent must demonstrate the ability to become certified as a Technical Service Provider (TSP) for Irrigation Water Management within 45 days of contract award. The selection criteria are: 1) Professional Qualifications, 2) Specialized experience and technical competence, 3) Capacity to accomplish work, 4) Past Performance, 5) Location in the area and knowledge of the locality of the project. Multiple contracts may be awarded as a result of this solicitation. More than one contract may be awarded within a watershed boundary. Each contract will be an IDIQ contract in an amount from $25,000 to $99,999. When submitting a response to the notice, indicate which watershed(s) you would be interested in being considered. Projects will be ordered on an as-needed basis beginning from the date of contract award for a period not to exceed three years.
