- This is a Sources Sought Synopsis. There is no solicitation available at this time. Requests for solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Government in an award of any contract. The Defense Threat Reduction Agency (DTRA) is seeking commercial technology solutions to requirements associated with response to the threat of proliferation of weapons of mass destruction (WMD). This synopsis seeks to identify qualified sources from Government or Industry for navigation in environments where GPS satellite data are not available. Capabilities to precisely navigate in GPS-denied areas and map the extremely large facilities associated with many aspects of WMD-related infrastructure are required. Navigation system shall operate in all climatic conditions, including low or no light conditions. These navigation capabilities must include waypoints, critical nodes, the ability to correlate data from multiple devices to form integrated 3-D detailed mapping and upload mapping data to a common information network to use in future planning and missions. The system should be capable of exporting computed navigation data and maps by various media and data methods. The resultant map software capabilities should allow GPS or external map data updates for error correction. Innovative approaches to include systems accuracy improvements such as pseudo-satellites, or mobile RF data references etc. should be described in detail for technical evaluation. The end product should be man portable, lightweight, incorporate high-resolution night vision compatible operator displays, Windows software compatible and operate for mission duration of 4 to 8 hours. The desired systems performance is a navigation accuracy to within 2% of the total distance traveled in a 2-D environment up to a maximum error of 30 feet or better. Sources having the capability to provide technologies addressing this requirement are invited to submit white papers (6-10 pages maximum); white papers need to include sufficient technical information for a review panel to assess the scientific validity of the submitted technology. Responses should include a cost estimate ROM (rough order of magnitude). Documents shall be provided in electronic form (Microsoft WORD, EXCEL, or PowerPoint) to the contract specialist at DTRA, Attn: ALT/ Cynthia Sanders, 6801 Telegraph Road, Alexandria, VA 22310-3398, e-mail: Cynthia.Sanders@dtra.mil, and phone (703) 325-9210, no later than 31 July 2003; include 'AIC# TDS030000992' in the subject line of all email correspondence. Company information should include qualifications and experience in work of this nature, point of contact, business size and disadvantaged, 8(a) or HUBZone. Any information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this Sources Sought. This announcement in no way obligates the Government to issue a solicitation or otherwise make a contract award.
