Description
The Naval Undersea Warfare Center Division, Newport intends to award a sole source contract to Salient Stills, Inc. of Boston, MA for the following items: 1) VideoFocus Multi-Frame Enhancement Evaluation Tool (SS-MFE-Tool-V1.0), Qty: 1 Ea.; 2) Software Development Kit w/Online Documentation (SS-MFE-SDK-V1.1), Qty: 1 Ea.. Required delivery is within 30 Days from contract award. FOB Destination: Naval Station, Newport, RI. Request for Quotation (RFQ) number is N66604-03-Q-5212. Sole Source Justification: Salient Stills, VideoFocus Multi-Frame Enhancement software is the only known software tool to meet all of the following Government's Specifications: 1) the component shall rely in multiple frames from a video capture device, 2) the component shall provide for integration with Government Furnished User interface and Video Capture Software units via an Application Programming Interface (API), 3) The component shall accept the following input parameters: key frame index, number of frames (7 or 15), rectangular region of interest, frame size, identification that the frame is interlaced or not and scaling factor, 4) The output resolution shall be scaled up from the input image resolution, based on calling function input (range of 1.25:1 to 4:1 in 0.25 increments), 5) The component shall produce results in under 5 seconds, 6) the component shall provide status and error information, and 7) The component shall be usable on different computing platforms (i.e., WIN32, MAC OS, and LINUX.) All software and documentation shall be delivered via electronic format. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000.7. NAICS Code is 421430; Size Standard is 500 employees. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request For Quotation (RFQ) number is N66604-03-Q-5212. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. A completed copy of FAR 52.212-3 Offeror Representations and Certifications--Commercial Items must be submitted with quote. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Offers must be submitted to Commercial Acquisition Department, Building 11, Naval Undersea Warfare Center Division Newport, Code 5912, Simonpietri Drive, Newport, Rhode Island 02841-1708 or may be faxed to 401-832-4820. Offers must be received by 2:00 p.m. on 07/09/2003. Offers received after this date are late and will not be considered for award. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The proposed contract is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and Commercial Item procedures as set forth in FAR parts 12 and 13. Interested firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
