- Description
- The Naval Air Systems Command intends to issue a cost plus fixed fee contract for the nonrecurring engineering and flight test support associated with the integration of a new upgraded integrated avionics unit (UIAU) for the autopilot of the BQM-34 aerial target vehicle. The UIAU will be identical to the UIAU being developed for the BQM-74E and BQM-74F aerial target vehicles. Tasks will include identifying, developing, building & testing the modifications required to all current Navy variants of the BQM-34 target vehicle to allow the UIAU based autopilot to fly and otherwise control the BQM-34 air vehicle and its associated payloads using current Navy Target Command and Control Systems. Ground and flight testing support of the BQM-34 UIAU equipped aerial target system at Pt. Mugu, CA will also be required. Documentation will also be developed and delivered detailing the nonrecurring engineering effort and producing a system specification that can be used to retrofit existing BQM-34 target vehicles in the Naval inventory. NAVAIR intends to negotiate the proposed modification on a sole source basis with Northrop Grumman Corporation, Rancho Bernardo, CA. Northrop Grumman is the prime contractor for the development of the new UIAU for the BQM-74 family of aerial target systems. Only Northrop Grumman has the technical expertise, understanding of the system engineering, software architecture, and system integration required to take a common UIAU and integrate this common unit into a variety of aerial target systems, including the BQM-34. These target systems (BQM-34 and BQM-74E/F) employ a wide range of technology dating from the 1970s to current state of the art. This requires sophisticated and dedicated knowledge of these specific aerial target systems. In addition much of the technical data required to perform this effort is Northrop Grumman proprietary data.
