Description

The Department of Justice (DOJ) intends to negotiate on a sole source basis with Alterion, Incorporated of Conshohocken, Pennsylvania under the authority of FAR 13.106-1(b) Only One Source Reasonably Available to provide Joint Automated Booking System (JABS) stress testing using the Scalability Testing Software (STS). This is a sole source procurement as the STS was developed by the Alterion company for use during previous work in JABS system evaluation testing. Alterion holds the proprietary rights to the STS. DOJ now needs enhancements to this already developed fully compatible software to extend its capabilities. Using the STS, Alterion shall conduct testing required to provide more in depth system evaluation and analysis of acquired data. A fixed price purchase order will be issued for a performance period to begin on or about 07/18/03 and to end no later than 10/30/03. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely with the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. NAICS code is 541511 with a size standard of $21M. See Note 26.
