- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations, RFQ5-25644-GAB for The Constellation-X Project at NASA's Goddard Space Flight Center. They need a Class 10,000 clean tent in which to fabricate its X-ray optics according to the following specifications listed below. Dimensions: The interior clearance of the clean tent must be 18 feet by 20 feet in area and 20 feet in height. Air Filtration: Filtration must be provided by at least 13 Clean-Flo4 Filter Modules or equivalent, each at least 2 feet by 4 feet in size. The HEPA filter efficiency must be at least 99.99% at 0.3 microns. The modules must also feature a variable speed controller. The frame and top of the filtration units are to be constructed of anodized extruded aluminum. Frame: The legs of the tent are to be constructed of 12 gauge 3-inch tubular steel legs. The overhead ceiling system is to be constructed with 2-inch tubular steel truss. They both are to be coated and baked with white powder finish. Casters: Heavy-duty lockable type casters are to be installed in the legs to ensure proper mobility and stability of structure. Curtain: 40 mil clear vinyl solid curtain is to be hung to an appropriate height above finished floor to maintain proper pressurization running along four sides. Lighting: Lighting is to be provided by 10 Super Seal clean room light fixtures or equivalent, with T-8 electronic ballast, 120 volt power. Lens door frame and side rails are to be extruded, white enamel finish aluminum. Fixture is to be totally sealed and gasketed. Ceiling Tiles: Tiles should be Class 100 with solid white vinyl surface covering a high density reinforced gypsum fiber core. Wiring System: The soft wall should be equipped with a modular factory installed wiring system that allows for a speedy trouble-free installation. A control panel mounted on a leg of the soft wall clean room should feature switches to operate the lights and filters. The entire wiring system should have a single point electrical hook-up to a junction box. The provisions and clauses in the RFQ are those in effect through FAC 01-19 and PN 97-81. The NAICS Code and the small business size standard for this procurement are 236210 AND 500 respectively. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Goddard Space Flight Center is required within 4 to 6 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by July 10, 2003 by 4:30pm E.S.T to and may be mailed to Cassandra Atkinson, Bldg.26/Rm. 235, Code 210.8 or faxed to 301-286-1773 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (June 2003), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
