Description
Under the terms of Office of Management and Budget, Circular A-76, The United States Department of Interior, Bureal of Land Management intends to undertake a Contractor-versus Government Performance Competition to determine if the functions of Road, Facilities and Recreational Site Maintenance, including minor construction for each function at various and sometime remote sites. This is for the Yuma and Arizona Strip Field Offices. Arizona Strip Field Office-St. George, Utah: Miles of Road (including backcountry, byways)-- 6,855; Roads maintained annually)--1182; Trails maintained annually --527; Dams inspected on 3year cycle--30; major culverts over 6ft diatmeter--6; minor culverts 267; Retaining Walls and subsurface drainage systems-10; Buildings(maintenance ships, radio repeater buildings, restrooms, well houses, etc.)-40; Recreational Sites-20; Fences(lenghts in miles various segments and types-4095; Cattle Guards (average 10 cleaned per year)-305; Wildllife catchments(Storage tanks/Drinkers/Metal Aprons)--90; Recreations Constuction--Items requiring annual scheduled maintenance: 25 Parking Lot Barriers- (Masonry/Steel Rail); 91Picnic Tables-(Concrete Slab); 81 Barbeque Grills- (Concrete Footer); 12 Shade Ramadas- (Concrete Pad and Installation); 9 Kiosks- (Concrete Pad and Installation); 25 Sidewalks-(Concrete and Gravel); 20 Fences-(Livestock); 753Reservoirs ( Earthen); 7 Storage Sheds-(Stick Frame); 13 Shade Structures-(Stick Frame); 9 Resstrooms- (Masonry with Metal Roof); Other Construction--- 30 Dams-(Earthen); 157 Steel Ring Tanks; 236 Pipeline- 643 miles in length (1 1/4" to 2"); 140 Roads- (Gravel, Dirt and Chip Seal); 91 Range Catchments; Persons Special Requirements-- 1 Masonry; 2 Carpentry; 2 Plumbing; 2 Metal Fabrication;- (Steel/Metal)(Brake/Drill Press); 4 Fencing- (Layout/Construction); 5 CDL- Class "A"; 2 Welding- (ARC/MIG/Cutting Torch); 2 Knowledge of OSHA andADA Requirements; 4 Heavy Equipment Operators (D4-D8 Cat/Frontend Loader/Grader/Back Hoe/10 Ton Diesel Dump Truck). Yuma Field Office: Maintenance-- 250 Miles of roads (including backcountry byways); 2 Miles of trails; 1 dams; 1 major culverts (over 6ft in diameter); 2 minor culverts; 4 retaining walls and subsurface drainage systems; 25 buildings owned - this would consist of BLM owned, maintenance shops, radio repeater buildings, restrooms, well houses, etc....; 25 recreational sites maintained; 1 Cattle Guards; 1 Wildlife Catchments; 1 Reservior Tanks; Recreation Construction-- Parking Lot Barriers (Masonry/Steel Rail); Picnic Tables (Concrete Slab and Table); Barbeque Grills (Concrete Footer); Shade Ramadas (Concrete Pad and Installation); Kiosks (Concrete Pad and Installation); Sidewalks (Concrete and Gravel); Fences (Livestock); Ponds (Reservior Construction); Concrete Slabs; Storage Sheds (Stick Frame); Shade Structures (Stick Frame); Restrooms (Masonry with Metal Roof); Other Construction-- Dams (Earthen); Steel Ring Tanks (5-30,000 gal, Concrete Floor); Pipelines (1 1/4" to 12");Roads (Gravel, Dirt and Chip Seal);Wildlife Catchments (Storage tanks/Drinkers/Metal Aprons); Special Requirements--Masonry; Carpentry;Plumbing;Metal Fabrication (Steel/Metal)(Brake/Drill Press);Fencing (Layout/Construction);CDL (Class "A"); Welding (ARC/MIG/Cutting Torch); Knowledge of OSHA andADA Requirements; Heavy Equipment Operators (D4-D8 Cat/Frontend Loader/Grader/Back Hoe/10 Ton Diesel Dump Truck, tractor/trailer) If contracting ouf of the listed maintenance functions occurs as a result of this study, currently-employed Government personnel will be provided right of first refusal for any available postions. This is a negotiated, best value procurement, utilizing a source selection process, that inducldes the submission of price and technical proposals. Proposals will be in accourdance with the procedures set forth in OMB Circular A-76 and Secitons L and M of the resultant Request for Proposal. This requirement allows for full and open competition. Any resultant contract will include a base performance period of one year and four one-year renewal options. A Performance Based Request for Proposals will be prepared in accordance with A-76. CRITICAL NOTE: A CONTRACTOR IS REQUIRED TO REGISTER WITH THE DEPARTMENT OF DEFENSE'S CENTRAL CONTRACTOR REGISITRATION (CCR) WIHICH IS UTILIZED BY BOTH THE DEPARTMENT OF DEFENSE AND CIVILIAN AGENCIES IN ORDER TO DO BUSINESS WITH THE GOVERNMENT. NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING WITH CENTRAL CONTRACTOR REGISTRATION SYSTEM.
