Description

The National Oceanic and Atmospheric Administration, Fisheries Office for Law Enforcement (OLE) intend to negotiate on a non-competitive basis with REGfiles, Inc. located in Tallahassee, Florida. The OLE and its Joint Enforcement Agreement (JEA) partners utilize numerous, frequently changing Fishery Management Plan regulations enacted in the Code of Federal Regulations (CFR), as published in the Federal Register to enforce federal criminal and civil fishery laws and regulations in pursuit of the NOAA Fisheries' mission to promote sustainable living marine resources. OLE requires a prototype document management system for laws and regulations used by enforcement personnel (Federal and State) in the Southeast. The purpose of this requirement is to build a pilot, web-enabled Internet distribution service customized to the needs of OLE staff for the purpose of compiling, organizing, assembling, distributing and delivering regulations of the eight Fishery Management Councils. Award will be made under the Simplified Acquisition procedures. All sources capable of satisfying this requirement are invited to submit proposal information as to their capabilities and any other pertinent data to the address listed by the due date herein.
