Description
The Defense Information Systems Agency (DISA) hereby issues a Request for Information (RFI) to identify sources capable of providing support for the operation of the newly created Advanced Materials, Manufacturing, and Testing Information Analysis Center (AMMTIAC). DISA will consider this information in the development of its follow-on acquisition strategy. The AMMTIAC is a new IAC that consists of the technical areas covered in the following Information Analysis Centers (IACs): (1) MTIAC (Manufacturing Technology Information Analysis Center), MTIAC has more than 10 years of experience in all aspects of technology transfer. This experience is in traditional areas of information dissemination-inquiry response, technical reports, and newsletters as well as more innovative approaches, Internet predictive modeling, and customer-tailored programs; (2) AMPTIAC (Advanced Materials & Processes Technology Information Analysis Center. AMPTIAC supports researchers, designers, and decision makers in their efforts to enhance the performance of systems, in any environment, through proper material selection, processing, and use and NTIAC (Nondestructive Testing Information Analysis Center); and (3) NTIAC provides technical expertise, authoritative analysis, engineering services, and laboratory support in responding to DoD, other Government agency, and industry requests and need in areas related to Nondestructive Evaluation (NDE). Period of Performance for AMPTIAC is 7-years ending 31 Oct 03. The MTIAC and NTIAC Period of Performance is 6-years ending 31 Oct 03. The objectives of the AMMTIAC are: to facilitate use of scientific, technical, and operation support information (STOSI) relating to materials, manufacturing, and testing research and development (R&D), design, development, analysis, evaluation operations, and maintenance of DoD systems and military systems operated by the United States, allied and friendly nations, and the industrial and technology base that produce or support such systems; maintain and develop methods for the collection, analysis, and dissemination of advanced materials, manufacturing, and testing scientific, engineering, and technology-related information; to transfer and facilitate transfer of advanced materials, manufacturing, and testing information within the US Government and between the US Government and authorized users; promote standardization within the fields of materials, manufacturing, and testing and the systems, and infrastructure associated with these fields; conduct analyses of alternatives when called upon to do so; support optimization of materials, manufacturing and testing systems and infrastructure and act as an information interface across the Federal and industrial sectors in materials, manufacturing and testing. A draft Statement of Work is hereby attached. Interest vendors should provide a capability statement that describes the following: 1) The ability to provide the above service and experience in providing such service; 2) the size and scope of your previous efforts; and 3) any additional information that you believe would be helpful to DISA. This RFI is issued solely for information and planning purposes. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Contractors that are capable of providing all of the services identified above and in accordance with the draft SOW should submit a capability statement to Ms. Wendy Johnson at e-mail johnso3w@ncr.disa.mil within five calendar days after publication of this notice.
