Description
17. The Nuclear Regulatory Commission (NRC) is seeking a contractor to conduct the NRC's Package Performance Study (PPS) research program. The PPS is a study of the response of spent nuclear fuel transportation casks to extreme accident conditions. The principal activities under a resultant contract will be the preparation of a detailed program plan and the implementation of the plan following NRC approval. The plan tasks will include analyses and prediction of the physical response of a rail cask and a truck cask for full-scale impact and thermal testing under extreme accident conditions. Any potential contractor would be expected to have in-house capabilities to conduct the requisite finite element analyses and access to a test site on which impact and fire test facilities could be constructed if the contractor does not currently have them. (In NUREG-1768, entitled, "United States Nuclear Regulatory Commission Package Performance Study Test Protocols" which was published as a draft for comment, the NRC staff proposed a 75 mph impact for both full-scale casks and a fully engulfing hydrocarbon-fuel fire for more than 30 minutes. The impact test would likely be from a tower about 300 ft tall. NUREG-1768 is available on the NRC website - www.nrc.gov.) The contractor chosen to perform this work must demonstrate expertise and experience in the development and implementation of large scale tests - experience specifically working with spent nuclear fuel transportation casks is a strength. The program will require a nuclear grade QA plan. Please provide a few pertinent examples when responding to this sources sought request. The level of effort estimated for this work is 24 staff-years over a period of five years. Potential Conflicts of Interest: The respondents are requested to identify any current or planned contracts or projects dealing with the NRC regulated nuclear power industry and/or Department of Energy (DOE), in general, the Yucca Mountain Repository project, and DOE's prime contractor, Bechtel SAIC, in particular. Potential sources shall provide a letter of interest, a capability statement, and resumes showing capability to perform the work. Respondents shall send this information to Deborah Neff, U.S. Nuclear Regulatory Commission, 11555 Rockville Pike, Rockville, MD 20852. The closing date for responses is 30 calendar days from the issuance of this notice. This synopsis is not a request for proposal. A Request for Proposal will be issued to those firms deemed capable.
