Description
NAICS Code: 541380 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-03-00260 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The North American Industry Classification System (NAICS) Code 541380 applies, which has a size standard of $6M in average annual receipts over the last three years. The Environmental Protection Agency (EPA) anticipates that a firm-fixed price purchase order will be awarded as a result of full and open competition using Simplified Acquisition Procedures. This procurement is NOT a small business set-aside. The Environmental Protection Agency requires testing of Quartz and Glass Fiber Filters. The Quartz filters are used with a size selective sampler (SSI) to collect PM-10 samples. The glass fiber filters are used to collected Total Suspended Particulates (TSP) and also used for lead and trace metal analysis. If the filters meet EPA's specifications for physical and chemical properties, the filters are to be shipped to State/local air pollution control agencies. Offerors must review the Statement of Work/Specification and other complete information posted with the Request for Quotation on EPA's website: http://www.epa.gov/oam/rtp_cmd. The following FAR provision applies to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, and 52.212-2, Evaluation--Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (1) technical approach: submit a brief summary of your proposed technical approach for this project, (2) past performance: provide three to five references which demonstrate that you have previous experience performing similar type work (testing of filters), including telephone number, name of contact, service provided to them, and date(s) service was provided, and (3) price. For this RFQ, all evaluation factors other than cost or price when combined are significantly more important than cost or price. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-1, Buy American Act-Balance of Payments Program-Supplies; and 52.232-34, Payment by Electronic Funds Transfer. Price and technical information should be submitted separately. The completed Representations and Certifications should be included with the price proposal.
