Description
FISC Det. Philadelphia intends to issue an RFP for the provision of services in support of the Navy College Program for Afloat College Education (NCPACE) Distance Learning courses for the Navy. An indefinite delivery, indefinite quantity type contract under which fixed price task orders shall be issued is anticipated. It is anticipated that the unit of issue shall be ?credit hour.? The contractor shall provide Distance Learning (DL) courses from academic skills to graduate level. Distance Learning shall focus on delivery via CD-ROM or through other media such as video or audio cassette, teleconferencing and paper based. Distance Learning opportunities must emphasize delivery to Sailors assigned to ships or selected remote sites. Orientation services shall be the sole responsibility of the government, however, contractor is expected to conduct registration and sell textbooks. Government computers shall be utilized for the CD-ROM delivered courses. When government equipment is not available, the contractor is expected to provide laptops to the ships. Maintenance of contractor owned laptops will be the contractor?s responsibility. Contractor is expected to provide one laptop per 20 enrollments when using contractor provided equipment. Projected enrollment for DL classes is approximately 10,000 enrollments per year. Participating institutions must be a member of the Navy College Program Distance Learning Partnership (NCPDLP). Contractor is expected to provide a minimum of 20 lower level DL courses and 20 upper level DL courses and a minimum of 3 graduate core courses for VTC It is anticipated that the RFP shall be issued in mid to late July 03 with an award date sometime in November 03. Services shall commence 60 days after award date. The base year shall consist of 12 months with four ? one year options included. These services are currently being provided under contract N00140-02-D-J089. The RFP shall require submission of a technical and cost proposal. This is an unrestricted acquisition, all responsible sources may submit a proposal that shall be considered by the Navy. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil.
