- This announcement constitutes the only solicitation. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-14(a). The National Park Service intends to award an A-E, multi-year, indefinite-delivery, indefinite-quantity contract for surveying services to determine the location of specific tracts of land and the improvements on them, in the approved boundaries of Big Cypress National Preserve in eastern Collier County, Florida. The work shall include, at a minimum, inspection, photography, and research of the subject property to identify dimensions, spatial relationships, nature of construction, observable conditions, and other physical, location and environmental factors affecting the subject property. Professional Land Surveying services in this contract may include: (1) legal description of the location of each tract (2) geographical coordinates of each improvement on subject tract, (3) exhibit depicting the location of improvements in relation to the subject tracts, (4) field measurements, (5) preparation of reports, field notes, sketches and CAD drawings. The contract period will be for 1 year (renewable each year for up to 3 years), from the date of award. Offers will be evaluated based upon the following primary criteria: (1) PROFESSIONAL CAPABILITIES. Firms that demonstrate qualifications of their assigned professional personnel as appropriate to the nature and size of the projects solicited will be given greater consideration (2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN THE TYPE OF SERVICES REQUIRED. Firms that demonstrate technical competence and experience completing projects similar to the type of work solicited. Experience with surveys of the public land survey system, will be given greater consideration (3) CAPACITY to accomplish the work in the required time (4) PAST PERFORMANCE on similar work performed for other federal, state and/or local government agencies, and private agencies with respect to control of costs, quality of work, and ability to meet schedules, (5) LOCATION IN THE GENERAL GEOGRAPHICAL AREA of the project(s) and knowledge of the locality of the project(s) (provided that the application of this criteria leaves and appropriate number of qualified firms), given the nature and size of the projects. Firms demonstrating knowledge of and experience working in the geographic area will be given greater consideration. SUBMISSION REQUIREMENTS: All responsible sources may respond by submitting completed Architect-Engineer and Related Services Questionnaires, Standard Forms 254 and 255 (available at: http://www.gsa.gov/Portal/formslibrary.jsp). All responsible sources may respond by submitting completed forms and supplemental data which will be considered. Submit requested items no later than July 22, 2003 at 3:30 P.M.
