Description
NA As stated in the FedBizOpps notice issued June 20, 2003, after review of all Capabilities Statements, those offerors deemed "Best Qualified" will be invited to continue in this acquisition process. After the notification and prior to submission of proposal(s) the Government will afford each of those offerors, deemed best qualified, and their team members, an opportunity to attend a one-on-one due diligence session with key program personnel. The due diligence process will allow the offerors to gain a better understanding of the mission objectives and existing conditions associated with the requirements, prior to submitting a proposed solution. During one-on-one sessions, a major objective of the due diligence process is to provide offerors and their team members the ability to ask questions that by their very nature they would not ask if the response would be posted and provided to their competition. As such, if the offeror notifies the Government that the questions it intends to ask during the one-on-one sessions are proprietary and whose release would identify confidential business strategies, or approaches, the questions and responses will be protected and held confidential. The Government is interested in bringing "best commercial practices" to play in achieving our goals while allow offerors to apply their own unique abilities during due diligence and to develop unique solutions to meet the Government's needs. Offerors are encouraged to bring both questions and suggestions to the one-hour due diligence meeting and be prepared for an open dialogue with the Government. Requests for clarification and or information that result in specific information necessary for preparation of proposals is disclosed to one or more potential offeror, that information will be made available to the public as soon as practicable, but no later than the next general release of information, in order to avoid creating an unfair competitive advantage. The Government will provide competing offerors equal access to data and information. The Government assumes no responsibility for any representation made by any of its officers or agents during due diligence. Offeror questions and Government responses furnished during due diligence are unofficial. If requested, the Government will attempt to provide an official response within the due diligence time period. The time frame for the due diligence session(s) has not currently be scheduled, therefore, additional information will be provided to those vendors invited to continue. Also, this amendment to the prior notice also corrects the reference from "FAR 12.208" to "FAR 12.207" which states, "Agencies shall use firm-fixed-price contracts or firm-fixed price contracts with economic price adjustment for the acquisition of commercial items". Therefore, be advised that the Government anticipates award of a Firm-Fixed-Price contract for this acquisition. Also, the Government has provided a draft document for informational purposes only, entitled, Procurement and Support Services Division Process Document, Process Invoices for Payment.
