- NA Market Survey: The New York District intends to solicit and award a construction project for the United States Military Academy (USMA), West Point, N.Y. entitled ?????? Thomas Jefferson Hall ?????? (Library and Learning Center). The project itself will be solicited com petitively under a future solicitation. However, the project includes A Brand Name Only component. This notification serves three purposes: (1) to notify potential offerors of the Army??????s intent to solicit a brand name only component under a future construction project and (2) to identify potential sources that can provide the brand name only item and (3) notification of the Army??????s intent to contract sole source for a Brand Name Only, system Monaco, as described below. The Monoco system is emb edded in the Construction project, which project will be issued competitively. Only that part of the project requiring Monoco system is sole source if no sources are able to provide a compatible system. In the event no compatible equipment exists, the Bra nd Name Only justification will be issued pursuant to FAR 6.3, Only One Responsible Source. The synopsis is for planning purposes and is not a solicitation. This synopsis is the only document that will be published notifying potential offerors of the go vernment??????s intent. SUMMARY OF REQUIREMENT: The project includes Brand Name only equipment for a fire alarm control panel and integrated radio transceiver manufactured by Monaco Enterprises. This project with its many state-of-the-art building components requires a reliable receiving and reporting building fire alarm system. It has been determined that a microprocessor based radio controlled fire reporting system is the best and the most econo mical alternative to be compatible with the existing hard wired system. The USMA currently uses the Monaco D-700 Enhanced Central Radio Alarm System. Monaco Enterprises Inc. M-2 Fire Alarm Control Panel (due to compatibility with D-700 Enhanced) is the e quipment best suited to meet the needs of USMA. The M-2 Fire Alarm Control Panel is designed for Government use, is Factory Mutual Approved, and is functionally designed for specific Government fire department operations. Monaco Enterprise Inc. provides 24/7 technical support and in-service training of Installation personnel for operation and maintenance inclusive. It is paramount that this system be carefully coordinated to maintain overall system integrity and capabilities. The required features of the M-2 Fire Alarm Control Panel are as follows: - Integrated Radio transceiver/Fire Alarm Control Panel to 60 zones - Output RF power 4 watts minimum - FM signal transmission for high noise rejection - Automatically prioritizes alarms for transmission before status change - In constant communication with Central System - Alarm and Trouble signal capability for each input zone - Report ac power failure, battery faults and tamper activation specifically - Returns to normal signal from alarm of trouble - Field programmable by user - Acknowledges all polls and commands from Central System - Reports alarms at programmed intervals until acknowledged by Central System - Functional remote test capability - Reports battery charger failure - On board diagnostics - Positive successive non-interfering operation - Security alarm capability (standard) Any vendor wishing to provide a system that is compatible with the existing Monaco system must provide a copy of its brochure and any other data by 11 July 03 to Shaukat Syed, U.S. Army Corps of Engineers, New York District, Contracting Division, 26 Federa l Plaza, Room 1843, N.Y., New York 10278.
