Description
NA The Aviation Applied Technology Directorate proposes to acquire on an other than full and open competitive basis material specimens of silverized Kevlar to conduct a program entitled - Conductive Composite Process Scale Up. The objective of this program i s to design, manufacture and test a lighter conductive composite material for use on the RAH-66 Comanche using non-electrolytic silver deposition process. This material could enhance the performance characteristics of the structure with regard to conducti ve ground plane, electromagnetic interference/electromagnetic pulse (EMI/EMP) shielding, and discharge of static buildup, and achieve overall weight savings by eliminating layers of parasitic conductive materials.The Government intends to solicit sole sour ce to SilverLeaf Materials, Inc. 3 Woodburn Drive, Gloucester, Canada, K1B3A6 through Canadian Commercial Corporation. The proposed instant program is one of thirteen continuing Foreign Comparative Testing (FCT) Programs that have been selected by the Dep artment of Defense to receive FY 2003 funding. Under this phase, the SilverLeaf Materials, Inc. proprietary process will be scaled up in material size and quantities to determine if it is capable of meeting Comanche material requirements. This requirement will be conducted pursuant to 10 USC 2304(c)(1) and the Federal Acquisition Regulations (FAR) 6.302-1, only one responsible source, and no other supplies or services will satisfy agency requirements. Alpha contract negotiations will be limited to SilverLe af Materials, Inc. SilverLeaf Materials, Inc. is deemed the only responsible source uniquely qualified to perform this program. SilverLeaf Materials, Inc., is the inventor/patent holder of the process for making silverized Kevlar, the material solution so ught by this acquisition. They have the unique qualifications for fulfilling the contract requirements based on their knowledge of design, performance and other technical data that is proprietary to SilverLeaf Materials, Inc. The North American Industry C lassification System (NAICS) applicable to this is 541710. The size standard is 500. The Government anticipates award of a Firm Fixed Price type contract, which will be developed jointly between the Government and SilverLeaf Materials, Inc./Canadian Commer cial Corporation consistent with alpha contracting procedures and applicable cost principles, clauses, and provisions in accordance with the FAR. A formal solicitation will be not be issued. Options are not included in this acquisition. While the governmen t does not anticipate competition, any responsible source may submit a proposal, which shall be considered.
