Description

This project is a 100% HUBZone Set Aside. The project involves all material, equipment, tools, travel, permits, and labor necessary to perform repair, and alteration of the Base Communications Center, Bldg 126 as required by the terms of the contract. The work consists of multiple additions to the Communications Center, Bldg 126. The additions consist of East and West, single-story additions for additional office space. The existing building is approximately 5,300 square feet and the two additions total 7,675 square feet. The project includes the renovation of interior spaces within the existing building, and the removal of the existing brick veneer and roof system and replacement with new. The principle items, include but are not limited to, the following disciplines: demolition, excavation, filling and backfilling for buildings and utilities systems, water distribution system, sanitary sewers, gas distribution system, storm drainage system, asphalt for roads, concrete pavements/sidewalks/curbs and gutters, seeding, structural concrete formwork; expansion/contraction joints and waterstops, concrete reinforcement, cast-in-place structural concrete, masonry, structural steel, steel decking, cold-formed steel framing, carpentry, laminate clad architectural casework, thermal and moisture protection, insulation, non-structural metal roofing, metal siding, elastomeric roofing, general sheet metalwork, steel/aluminum/wood doors and frames, aluminum and environmental control windows, glass and glazing, various finishes to include gypsum board/ceramic tile/acoustical ceilings/resilient flooring/carpet/wallcoverings/paints and coatings, toilet partitions/accessories, accordion folding partitions, window treatments, fire detection and alarm system, wet pipe sprinkler system, HVAC work, general plumbing, and interior electrical work. This project is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5925 (Trumbull County). This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. There will be no public bid opening. The closing date and time for submission of offers, will be on or about 13 Aug 03; exact date and time will be contained in the solicitation package. Award will be made based upon the Best Value to the Government in accordance with FAR 15. The performance period is 210 calendar days. The 2002 NAIC Code is 236220, and the Size Standard is $28.5 million average annual receipts over the past three years. The resulting contract will be a fixed price contract with a magnitude of between $1,000,000 and $5,000,000. The solicitation will be issued via the Electronic Posting System (EPS)/Feb Biz Opps (FBO) website located at www.eps.gov on or about 14 Jul 03. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package and any other pertinent information. Interested parties shall identify themselves as either a potential prime contractor or subcontractor by submitting the company name, address (including zip plus four number), telephone number, fax number, e-mail address, and point of contact to the Contracting Officer via email at helen.jordan@youngstown.af.mil. Contractors are also requested to identify if his/her firm meets other business type definitions/standards besides HUBZone (i.e. Woman Owned, 8(a), Disabled Veteran Owned, etc.). Contractors are advised that in order to receive an award, they must be listed in the Central Contractor Register (CCR) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Contractors may register via the Internet CCR website at www.ccr.gov. Site visit information will be provided in the bid package; prime contractors, subcontractors and/or suppliers may attend the site visit. All responsible sources may submit a proposal, which shall be considered by the Air Force Reserves. The response date cited above is a tentative one, not an actual. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any bid/proposal preparation costs.
