Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is F19628-03-Q-0679. Quotations that do not include prices for all requirements will not be considered. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-13. This requirement is UNRESTRICTED. The North American Industry Classification System (NAICS) Code is 541512. The Government is interested in soliciting Catapult products only. This solicitation is being issued as a Notice of Intent to issue a commercial purchase order using the Simplified Acquisition Procedures to "Catapult Communications Corporation, 160 S. Whisman Rd, Mountain View, CA 94041" on a SOLE SOURCE basis to purchase hardware and software expansion for a Catapult Message Generator Traffic Simulator (MSGT) i2000 equipment. Item Description: The Catapult Message Generator Traffic Simulator (MGTS) product line satisfies existing and emerging diagnostic needs simultaneously with easy-to-use, flexible and automated solutions. The MGTS spans wireline, wireless, and IP technologies and is comprised of high-performance operating platform applications that provide sophisticated diagnostic capabilities for specific technologies; signaling system 7 (SS7), including SS7 over asynchronous transfer mode (ATM); universal mobile telephone system (UMTS); general packet radio services (GPRS); and Internet protocol (IP). The MGTS product line provides advanced diagnostics for research and development laboratories and telecommuni- cation service providers. Its functions include integration, systems, and field deployment testing. With test automation, designing, testing, and integrating new products and serv- ices in converged telephony and Internet networks is faster and more cost effective than ever before. The results are a sophisticated test solution and reduced lab costs. The list of exact part numbers required are: Item (1) 950-4098-01, 1 each, License, Base Software Feature Module Package, Sun (includes SP Emulation (NPLT), STP Emulation, SP/SSP Call Setup, and SCP Emulation, Item (2) 950-4612-01, 1 each, Whitebook ISUP '99 Protocol Set (LUDT/LUDTS), Item (3) 950-5047-02, 10 each, Advanced Link Interface Controller (ALICE 486/32MB), Item (4) 959-2226, 10 each, Applique: DS1(T1). These items must be delivered no later than 30-45 days after contract award. Deliver to 145 Duncan Drive, Ste 300 (Kelly USA), San Antonio TX 78226. This acquisition will result in a Firm Fixed Price (FFP) contract. The estimated dollar value is $47,250.00. The following provisions and clauses apply to this procurement: FAR 52-212-1 - Instructions to Offerors - Commercial Evaluation criteria - Commercial Items: Award will be made to the responsible offeror whose offer is considered to be the most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items; FAR 52-212-3 Offeror Representations and Certification - Commercial Items (all offerores shall include a complete copy of this provision with their proposal); FAR 52.212-4 - Contract Terms and Conditions - Commercial Items; FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, in paragraph (b) the following clauses apply: FAR 52.222-19, 52.222-21, 52.222-26, 52-222-35, 52.222-36, 52.222-37, 52.225.03, 52-232-33, 52.232-36. Also applicable is DFARS the following clause(s) apply: 252.225-7001, 252.225-7016, 252.232-7003.
