REQUEST FOR PROPOSAL FP215 Intelligent Transportation Staffing Agency: National Transit Institute Rutgers, The State University of New Jersey University Procurement & Contracting Administrative Services Bldg III 3 Rutgers Plaza New Brunswick, New Jersey 08901 ATTN: Cindy Johnson, Buyer Phone: (732) 932-4375 ext 2309 Fax (732) 932-4390 E-Mail: cindyj@rci.rutgers.edu Date for receipt of proposals: Wednesday, August 27, 2003 The National Transit Institute (NTI) is seeking proposals to develop and deliver a two-day training course entitled ?Intelligent Transportation Staffing? (ITS). Since human resources are the key to successful deployment of ITS in an agency, it is important that organizations have people in place who know how to use the technology, interpret the data, and derive the optimum benefits from the system. These staffing needs transcend all departments. How does an agency which is planning an ITS procurement ensure that its organization is appropriately staffed to ensure a successful and profitable deployment? Often a technology product is purchased without staffing, maintenance and operations involved in the basic design and functionality of the system. Most agencies tend to use in-house personnel for implementation. These personnel, while capable, may not have the background necessary in ITS projects. This leads to un- or ill-trained staff being asked to adopt a new product (in addition to their existing workload) without having any buy-in to the product or process. On the reverse side, often times, technology is not purchased because agencies do not know the staffing implications of procuring a specific technology. This further adds to the mystique of such purchases and creates another barrier to automating processes. Everyone involved in a project must have a clear participatory role and a good understanding of the scale of the project. Technology deployments are not about the technology they are about the people who must adopt the tools and processes to add value to their work and their customers. It is important to clearly recognize the staffing levels and associated costs at the beginning of a project and include the staffing and training program in the budget and schedule from the start in order to improve project success and manage the transition from ?build? to ?operate.? The course will be offered to transit managers from all levels, human resource personnel, employees assigned to an ITS project who need additional personnel, consultants/technical assistance people, decision makers, project management staff (includes system designers, engineers, end users and maintainers), and staffs of state DOTs, MPOs, city, county and municipal governments. Telephone requests are unacceptable. RFPs will not be faxed. Requests will be honored if received by July 25, 2003. RFPs will be mailed out shortly thereafter.
