Description

The purpose of this announcement is to notify offerors that this acquisition, which is being conducted in accordance with OMB Circular A-76, is being transitioned to a Streamline Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. The transition for the DHHS/SAMHSA/OPS/DEPM Division of Extramural Program Management direct conversion was initiated but not completed as of May 29, 2003 is as follows: Agency: Department of Health & Human Services Agency Component:Substance Abuse and Mental Health Services Administration,Office of Program Services (SAMHSA), Division of Extramural Program Management Location: Rockville, MD Competition Type: This will be issued under the CSAT IDIQ contract vehicle. Activity:Peer Review Function for Grants and Cooperative Agreements Incumbent Provider: SAMHSA Government Employees Gov?t Personnel: 8 Full-Time Equivalents (FTE) CSO:Anna Marsh CO:Michelle A. Ringo Projected End Date:September 30, 2003 This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most cost effective method of providing the services listed above. Cost proposals will be compared with the Government?s costs to perform the above services. Government personnel are currently providing these services. A performance decision will be reached and announced at the end of 90 days. No questions will be accepted by telephone. All questions must be directed in writing by e-mail to hpollard@samhsa.gov.
