Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis under authority of FAR 6.302 with Marlo M. Young, La Jolla, California, for the professional services of developing new ways of disseminating health information to special population using current and previous NLM community outreach activities as a baseline. The period of performance shall be for a base year and one six-month option period. Specifically, the contractor will 1) identify opportunities to increase awareness and use of SIS and NLM information, databases and other products and services among minority and other special populations, 2) identify new outreach activities, particularly those involving minority educational institutions, 3) provide assistance to SIS in initiating new outreach opportunities in minority communities existing research 4) identify approaches to showcase NLM?s Environmental Health Information Outreach Panel (EnHIOP) at meetings of professional groups and government agencies, 5) identify opportunities for EnHIOP members to author papers, give presentations, or otherwise represent the program within the health professional and research establishment, 6) identify approaches for EnHIOP members to develop programs related to toxicology and environmental health information on their campuses or in their communities or integrating the topic into existing programs and 7) identify tactics for EnHIOP members and their institutions in implementing and conducting information outreach activities on their campuses and in their communities. The NLM determined that Marlo M. Young is uniquely qualified to perform the above professional services. Ms. Young has experience formulating a tactical plan for NLM outreach to the Hispanic community based on her examination of NLM?s overall Long Range Plan and the NIH Health Disparities Plan. As a medical librarian, a member of the Hispanic community and one who has worked in outreach with Hispanic Centers of Excellence, Ms. Young has a unique background that will enable her to provide these services to NLM. This service will be procured under FAR Part 13 (Simplified Acquisitions.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms/Individuals interested in responding to this notice must be able to provide the professional services as specified above. Responses should demonstrate the firm/individual?s ability to meet the government?s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice. NLM synopsis No. 03-159/NSD shall be noted on all correspondence to this announcement.
