Description
The National Institute of Environmental Health Sciences intends to award a sole source purchase order to IonSpec Corporation, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. These are commercial items. This procurement is for an upgrade to the existing IonSpec Fourier Transform Mass Spectrometer to include an Omega 2XP Workstation with the following features and specifications: Pentium 4 computer with dual 2.8 GHz Xeon processors, 2-GB SDRAM and dual 120-GB hard disks; network card, 10/100-Base Tx Ethernet, built in for file sharing; 20-inch LCD Panel TFT flat screen color monitor; laser printer; DVD+RW (4.7-GB) drive for data storage and backup; transient digitizer/accumulator with 14-bit ADC and dual 4096 K acquisition memory; computer controlled frequency synthesizer and programmer; arbitrary waveform generator for ion isolation and MS/MS experiments; high speed 48-bit PCI parallel interface between computer and transient digitizer; computer workstation and IonSpec mouse pads; Adobe Acrobat 5.0 for Paperless mass spectrometry; Z spray APCI; Omega 2XP software license for Windows XP Professional; Operating, Maintenance, and Troubleshooting manuals; Warranty to cover parts and labor for a period of 12 months following acceptance. Also, trade in credit for existing Omega data station, including Pentium computer, LCD monitor, transient digitizer and cables. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice to Elaine Shoaf at the above address or email shoaf1@niehs.nih.gov for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with IonSpec Corporation. The NAICS Code/Size is 333999/500EM. This procurement is to be processed using Simplified Acquisition Procedures. There is no solicitation package available.
