- Description
- The NIEHS is soliciting offers for a contract to evaluate the toxicologic and carcinogenic potential of the following chemicals via inhalation: alpha-Pinene and Vinylidene Chloride. The base contract (designated as Phase 1) shall include work activities associated with the identity and purity determination of bulk chemical, development of generation and monitoring methods, health and safety concerns that must be addressed before study start, and conduct of 14-day studies of alpha-Pinene and Vinylidene Chloride. Upon successful completion of Phase 1, the Government may unilaterally exercise options for the conduct of 90-day or 2-year studies specified as Phases 2 through 3, respectively. Multiple studies shall be conducted concurrently in accordance with the ?Specifications for the Conduct of Studies to Evaluate the Toxic and Carcinogenic Potential of Chemical, Biological and Physical Agents in Laboratory Animals for the National Toxicology Program dated September 2000". Offerors shall have a working laboratory in place by the date of proposal submission. The Principal Investigator, Toxicologist, Chemist, Engineer/Exposure Specialist, Veterinarian, Health and Safety Officer and Quality Assurance Unit Officer shall be employees of the contract laboratory (i.e., not consultants or subcontractors). The daily interaction and constant coordination of efforts needed amongst these discipline areas throughout the in-life portion of the studies makes it critical that they be physically and organizationally together. Award of one cost-reimbursement, completion type contract on approximately February 27, 2004 on an open competition basis is contemplated as a result of this solicitation. The estimated level of effort is 6,750 labor hours for the base contract and 71,200 labor hours for all options. The estimated period of performance is approximately seven months for the base contract and four years two months if all options are exercised.
