- Description
- The National Institute of Standards and Technology intends to award a sole-source purchase order to Oskars Petersons of Potomac, MD under the authority of FAR Part 13.106-1(b). The contractor shall participate in the transformer test procedures for measuring losses of distribution transformers to determine their efficiency, review materials drafted by the Department of Energy (DOE) for publication on proposed test procedures, participate in public hearings on testing procedures and propose resolutions of the public's concerns, and assist DOE with the final rule regarding the test procedures. In addition, the contractor shall develop a test bed for a developmental prototype, a printed-circuit board prototype, a current transformer, and HV resistors. The contractor is an expert in the operation, performance and testing of high -voltage transformers and has been involved with the NIST project with DOE on transformer efficiency since its beginning. He has developed the necessary contacts among transformer manufacturers and the National Electrical Manufacturer's Association to help gain acceptance of the DOE testing procedures. Due to the above experience in the field of high-voltage transformers, he is uniquely qualified for this requirement. Interested parties may identify their interest and capabilities to respond to this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive proposals.
