Description

The purpose of this amendment is to announce that the acquisition of commercial activities under Solicitation No. RFP-NHQ-03-004, which had been previously followed in accordance with OMB Circular A-76, is transitioned to a Standard Competition under the procedures of the Revised OMB Circular A-76 dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. This OMB Circular A-76 Study requires the Performing Activity to provide services, materials, supplies, supervision, labor, management, and equipment, except as noted in the solicitation, necessary to perform all cartographic and geospatial services for and at the National Cartography and Geospatial Center (NCGC) of the Natural Resources Conservation Service (NRCS) of the U. S. Department of Agriculture located in Ft. Worth, Texas. These activities are currently being performed in-house by ninety-six (96) NRCS government personnel. Government personnel associated with this study by name and title are: P. Dwight Holman, Competitive Sourcing Official; Maurice J. Mausbach, Agency Tender Official; and Alan C. Browder, Contracting Officer. The projected end date (performance decision date) for this study is projected to be June 27, 2004. This announcement is for information only to satisfy requirements of Paragraph 7.e. of the Revised Circular A-76 and Paragraph B.1. of Attachment B, Public-Private Competition, thereto.
