Description
DESC: The Defense Energy Support Center (DESC), in conjunction with the Office of the Air Force plans to offer the privatization of the existing Electric, Natural Gas, Water and Wastewater utility systems located at General Mitchell Air National Guard Base (ANGB) and Electric, Water and Wastewater utility systems located at General Mitchell Air Reserve Station (ARS), WI. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firm(s) will be selected to assume ownership of the above-mentioned utility systems. The successful firms(s) will be required to purchase the existing system from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate, the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential Offerors shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: Installation: General Mitchell ANGB, WI Location: Milwaukee, WI Installation Description: General Mitchell ANGB consists of three parcels of land totaling 109.9 acres. The land located east of the airport runways consists of two parcels. The northern 58.5 acre parcel holds the apron, hangar and most of the buildings. The southern 46.5 acre parcel is an old landfill, is not developed and is not expected to be developed in the future. There are 26 commercial and industrial buildings totaling 277,744 square feet on the base. There are no living quarters on the base. Utility systems to be privatized: a. Electric: Power for the ANGB is supplied by Wisconsin Electric Power Company. The system is comprised of a combination of overhead and underground electric lines, and pole and pad mounted transformers. The ANGB contains approximately 2,900 lineal feet of above ground power lines and 1,700 lineal feet of underground power lines. The ANGB contains approximately 15 transformers. b. Natural Gas: Wisconsin Natural Gas provides natural gas to the ANGB. Wisconsin Natural Gas currently owns a portion of the gas pipes, and the base owns the remaining 3,600 lineal feet of pipe. The pipe sizes range from 11/4 ? 2 inches in diameter. The gas supply enters on the east side of the base and is distributed throughout the base via two main 2-inch diameter lines. c. Water Distribution System: Potable water is supplied to the ANGB by the City of Milwaukee. The water distribution system contains 11,600 lineal feet of cast iron and PVC pipes. Sizes range up to 12 inches in diameter, there are approximately 38 hydrants. d. Wastewater Collection System: The wastewater from the ANGB is discharged to the Cudahy Sanitary Sewer System. The system contains approximately 4,700 lineal feet of pipe with sizes ranging from 4-10 inches. There are two sewage lift stations, which transport the wastewater to the main discharge pipe. Installation: General Mitchell ARS, WI Location: Milwaukee, WI Installation Description: General Mitchell ARS is located about 7 miles south of the center of Milwaukee, and 3 miles west of Lake Michigan. The ARS encompasses 102 acres of federally owned land in the southwestern part of General Mitchell International Airport. There are 70 commercial and industrial buildings on the base totaling 389,000 square feet. There are no living quarters on the base. Utility systems to be privatized: a. Electrical: Power for the ARS is supplied by Wisconsin Electric Power Company. The system is comprised of a combination of overhead and underground electric lines, and pole and pad mounted transformers. The ARS contains approximately 9,400 lineal feet of above ground power lines, and 6,600 lineal feet of underground power lines. The electrical system contains approximately 33 transformers. b. Water Distribution System: Potable water is supplied to the ARS by the City of Milwaukee. Water is distributed throughout the ARS in approximately 18,200 lineal feet of cast iron, copper, and PVC water pipes. Sizes range up to 12 inches in diameter. The ARS has approximately 38 hydrants. c. Wastewater Collection System: The wastewater collected on the ARS is discharged to the Milwaukee Metro Sewer District. The system contains approximately 10,586 lineal feet of vitrified clay and PVC pipe, sizes range from 6 ? 10 inches in diameter. The system is a combination of gravity and force mains, with 5 sewage lift stations. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
