Description
This is the first of two Sources Sought Notices requesting information needed by the Government prior to release of any potential solicitation. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal and in no way obligates the Government to award a contract. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) is seeking sources capable of providing Soil Mapping Update services to include conducting soil survey update mapping in specified geographic areas; provide supporting field notes; complete supporting soil profile descriptions and soil transects; and complete soil map compilation activities. Currently the NRCS in house work force is performing the services. This work will be carried out in the Penobscot County area of Maine and the Stafford County area of New Hampshire. It is intended to perform a cost comparison, pursuant to OMB Circular A-76 in conjunction with all other applicable USDA and Government acquisition regulations. The requirement will fall under the NAICS code 541370. If you are interested in competing for this requirement, please indicate your interest by sending an e-mail (only) to Pat Pickett at pat.pickett@vt.usda.gov NO LATER THAN MARCH 31, 2003. All valid e-mail responses from prospective offerors must provide the return e-mail address, mailing address, telephone number and facsimile number in the body of the response. Please include a brief description of your qualifications and capacity to perform this work. Responses without the aforementioned information will not be recognized as valid. In addition, to assist in the planning of acquisition strategy, please respond to the following questions: (1) For North American Industry Classification System (NAICS) code 541370, is your business a large or small business? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED. The solicitation will be made available on the Federal Business Opportunities web site when it is released. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that a solicitation may be released in late April 2003. It is recommended that you respond to this notice, including all of the information above. It is the responder's responsibility to provide an e-mail address that is current and valid through the time of notification. Any expected or actual changes to this address should immediately be sent via e-mail to the Contracting Officer. The Government is not responsible for inability to deliver e-mail.
