?Sources Sought Synopsis?. This is a sources sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources interested parties in the intended procurement of engineering and technical support services and supplies for the Special Communications Requirements (SCR) Division. This procurement is being considered for a 100% set aside for Small Business Concerns. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Interested sources should provide a capabilities package no longer than 5 pages demonstrating ability to perform the services listed below. Potential sources may submit resumes or personnel information plus information specific to your company including Name, Point of Contact, Size of Business, and Company Profile. Include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort. The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communications Requirements (SCR) Division, Patuxent River, St. Inigoes, MD is seeking sources for engineering and technical support services and supplies to NAWCAD, Patuxent River, St. Inigoes, SCR Division. These services shall include concept evolution, design, analysis, development, procurement, prototyping, modification, integration, installation, training, test and evaluation, logistics support and concept visualization of new and/or existing joint transfer systems. The resulting systems shall include shipboard, shore based (fixed, transportable and ground mobile), airborne, and handheld. Normal operating conditions for the systems may range from the benign office surroundings to harsh environmentally unfriendly situations. The technologies applied to the joint information transfer system designed, developed and implemented must meet or enhance performance requirements, with cost effectiveness and maintainability. Representative of the possible Programs/Sponsors, for which joint information transfer system expertise and support services that may be required are the National Security Agency, Department of State, U. S. Customs, Federal/Government Agencies, System Interface Cabinets Program, Office of Naval Research, HANSCOM GTACS, Secure Voice Adapter Program, Tactical Digital Intercom System (TDIS) Programs, Mobile Command Center for Washington DC (MCCWD), Take Charge and Move Out (TACAMO) Regeneration Assurance Team (TRAT) Programs, White House Communication Agency (WHCA) WAS Upgrade, Capital Vehicle Support/House Broadcast Vehicle Program, and Earth Station Program. The contractor shall be required to maintain facilities located within 30 miles of Naval Air Warfare Center Aircraft Division (NAWCAD) St. Inigoes, Maryland. The Government requests the contractor provide commercial facilities for a combined minimum of 26,000 square feet of office, laboratory/integration, vehicle bay and storage/warehouse space. The contract type is anticipated to be a Cost-Plus-Fixed Fee Term Contracts, with an estimated total level of effort of 402,000 hours over a period of five years. The period of performance consists of one base year with performance commencing approximately 01 May 2004, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 30 April 2009. The proposed contract will be subject to the Service Contract Act. The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $23 million. The Contractor personnel shall be required to have a security clearance at the level required for each specific task, i.e.: confidential, Secret or Top Secret. Basis for award of the resultant contract will be best value to the Government, cost and non-cost factors considered. It is the Government?s intention to release the solicitation, including any subsequent amendments, via the Internet in Microsoft Word format, with attachments to be provided in Microsoft Word, Microsoft Excel, PowerPoint, and Portable Document Format (PDF).
