Description
Under the terms of the Office of Management and Budget, Circular A-76, the United States Department of Interior, Bureau of Land Management intends to undertake a Contractor-versus-Government Performance Competition to determine if the functions of Road, Facilities and Recreational Site Maintenance, including minor construction for each function, at various and sometimes remote sites throughout the state. Phoenix and Tucson Field Offices. Tucson Field Office Roads- 68 miles; Trails 45 miles; Minor Culverts 70; building owned-maintained (includes maintenance shops, radio repeater building, restrooms, well houses - 42; Recreation Sites Maintained - 12; cattle guards - 25; Interpretative signs - 30 utilities (water) 4; Phoenix Field Office: Maintenance Miles of Roads-169.57; Miles of Trails - 146.15; Major Culverts over 6' in diameter - 1; Minor Culverts - 70; Buildings Owned - 8; Recreational Sites Maintained - 25; Recreation Construction- 9; Parking Barriers - 20; Picnic Tables - 20; Kiosks - 13; Sidewalks - 2; Fences - 11; Restrooms - If contracting out of the listed maintenance functions occurs as a result of this study, currently-employed Government personnel will be provided right of first refusal for any available positions. This is a negotiated, best value procurement, utilizing a source selection process, that includes the submission of price and technical proposals. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Sections L and M of the resultant Request for Proposal. This requirement allows for Full and Open Competition. Any resultant contract will include a base performance period of one year and four one-year renewal options. CRITICAL NOTE: A CONTRACTOR IS REQUIRED TO REGISTER WITH THE DEPARTMENT OF DEFENSE'S CENTRAL CONTRACTOR REGISTRATION (CCR) WHICH IS UTILIZED BY BOTH THE DEPARTMENT OF DEFENSE AND CIVILIAN AGENCIES IN ORDER TO DO BUSINESS WITH THE GOVERNMENT. NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING WITH THE CENTRAL CONTRACTOR REGISTRATION SYSTEM.
