Description
This acquisition was previously announced under Classification Code R, Professional, Administrative, and Management Support Services as Solicitation Number NRCS-02-AL-03 on April 3, 2003, which was cancelled. A determination has been made that the studied services are subject to the Brooks Act, and the procedure for procurement of Architect-Engineering Services will be employed under Classification Code C- Architect and Engineering Services. Offerors are notified that this acquisition, which is being conducted in accordance with OMB Circular A-76, is being transitioned to a Streamlined Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. Government personnel currently provide these Soil Conservation Technician Services. Components of this work include but are not limited to: preparing and assisting in the preparation of formal conservation plans in accordance with the National Planning Procedures Handbook (NPPH), the Field Office Technical Guide (FOTG), and all associated manuals and handbooks; performing conservation practice field investigations, surveys, design, construction layout, and final inspection of practice installation; documenting practice application according to policy and procedure and coordinating activities with other federal, state, and local units of government and private groups and organizations. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The Natural Resources Conservation Service (NRCS) is seeking qualified A-E firms to provide soil conservation services in Henry, Calhoun, Talladega, Madison, Lawrence, Jackson, Green/Sumter, Perry/Bibb and Mobile counties in Alabama. The most qualified firm, as determined by the ranking of the A-E Evaluation Board, will be asked to provide a cost proposal for the performance of these functions. The A-E cost proposal will be compared to the Government?s costs to perform these functions. No contract will result if the cost of Government performance of the work is determined to be more cost advantageous. The selection criteria for this acquisition are: 1) Professional Qualifications, 2) Specialized experience and technical competence, 3) Capacity to accomplish the work, 4) Past Performance, 5) Location in the area and knowledge of the locality of the projects. The NAICS Code: is 541990, All Other Professional, Scientific, and Technical Services. All questions must be in writing and directed to the Contracting Officer, USDA-NRCS, P O Box 311, Auburn, Alabama 36830. No telephone questions will be accepted. The anticipated date for receipt of SF-254s and SF-255 will be on or about August 11, 2003. The U.S. Government reserves the right to retain the work in-house and make no contract award.
