Description
MODIFICATION: DUE DATE IS CHANGED TO JULY 28, 2003 at 4:00 PM local time.****************The USDA Forest Service, Region One, Regional Office is soliciting proposals from qualified firms having the capability to perform the work identified in the Statement of Work described in the Request for Quote (RFQ) Solicitation. The resultant contract will be entitled ?FAUNA: Wildlife Information Gathering? for the USDA Forest Service, Region One. BACKGROUND: The Fauna Module of the USDA Forest Service Natural Resource Information System (NRIS) for Terrestrial Wildlife Management is one of six NRIS components designed to implement a corporate approach to the management of natural resource information for the National Forest system. Additional information on the Fauna Module is available from www.fs.fed.us/emc/nris/fauna. The Fauna module is comprised of a distributed database structure with ORACLE (tabular) and geographic information system (GIS) (spatial) components; Worldwide Web-based tools for accessing data from other sources and providing access to Fauna module data; and a set of applications designed for resource managers and specialists at district, forest, and regional levels. Targeted users are wildlife biologists, ecologists, and other resource specialists involved in district and forest planning, inventory, monitoring, effects analysis, and implementation; species conservation and recovery strategies, and large scale ecosystem assessments. Fauna operates agency-wide on the IBM Windows PC platforms with both tabular and graphical displays and manipulation of information. PURPOSE: The purpose of this acquisition is to gather, at the USDA Forest Service, Forest and District level, all non-electronic information on the species of concern. During two meetings, the Forest and Planning Wildlife Biologists identified approximately 45 species of concern for inclusion in this contract and they are further identified in the RFQ. STATEMENT OF WORK: The Contractor shall provide all services, supplies, materials, equipment, and items necessary to (a) gather observation information from notes, on cards, or in other forms, some observations dating from the1950s, (b) review the gathered observation for validity, (c) enter these observations into a windows based database like ACCESS, (d) ensure that all Fauna Module fields are considered for inclusion, and (e) prepare a summary final report for improvement of the process. To perform this contract, the winning Contractor shall perform the following major Tasks. TASK I. The Contractor shall visit, in person, each Forest/District to gather observation information for the designated species of concern as listed in the Species of Concern Technical Exhibit in the Request for proposals. TASK II. The Contractor shall review each observation collected above in terms of validity and location information on rare species. TASK III. The Contractor shall enter each observation into a database (ACCESS) for entry into Fauna Module. TASK IV. The Contractor shall match database reporting to that of Montana Natural Heritage Program and Idaho Conservation Data Center for rare species so data can be shared with ease. TASK V. The Contractor shall ensure that all Fauna Module Fields are considered for inclusion. The fields are located at the Fauna website and data dictionary. TASK VI. The Contractor shall prepare and submit a summary final report to provide insights into this process for improvement. DELIVERABLE REQUIREMENTS (DR): DRI. The Contractor shall submit the deliverables to meet national standards as further identified in the solicitation. DR II. The Contractor shall ensure the deliverables are compatible in format with the NRIS FAUNA Module to any database structure differences with the Montana Natural Heritage Program and Idaho Conservation Data Center for Rare Species so data can be shared with ease. DR III. The Contractor shall prepare and submit a summary final report and ten copies (on compact disk) such that the Regional Office and each Forest will receive a copy. **** HOW TO RESPOND: Additional information will be available in the RFQ to be issued in the Federal Business Opportunities website within one week. However, in order to compete for this contract, an offeror must demonstrate that they are qualified to perform the work. The offerors will be required to respond to the forthcoming Request for Quotation (Solicitation) # R1-03-03 by providing, a Capabilities Statement. CRITERIA (A) The Offeror shall describe in detail the personnel who would be responsible for the collection, interpretation, and synthesis of information. To document their Technical expertise, the offeror must document their wildlife biology expertise to ensure that the observations are valid in terms of species? distributions and habitat use. We believe a minimum of 4 years of experience in wildlife biology is required to meet our performance standards as documented on brief resumes of all key personnel. Another key function will involve database expertise so that the information is available to transfer into the Fauna module and available to be exchanged with state and federal agencies such as the Natural Heritage Program *or NatureServe of The Nature Conservancy*. * We believe that the winning contractor must have a technical familiarity with either Forest Service or federal agencies with emphasis on familiarity with the USDA Forest Service NRIS FAUNA Module (or other FAUNA modules) * Further, we believe that the winning contractor will have Fauna module familiarity and experience to be able to correlate/integrate the gathered wildlife information with the NRIS-Fauna Module required fields * The winning contractor will also have extensive knowledge of NRIS, The Nature Conservancy, and USDA Forest Service administrative levels, state fish and game agencies, and the Nature Conservancy. Assessment factors will be their qualifications, the relevance of their qualifications to their assigned task, and their estimated level of effort. CRITERIA (B) The Offeror shall describe in detail the organization?s expertise with this type of work and a description of their facilities and resources. This factor will be demonstrated by a specific work plan with work schedule that outlines the processes and expected end results. Assessment factor will be how well the offeror understands the project, and the expected resources to successfully complete the project. CRITERIA (C) The Offeror shall describe in detail specific references (including project identifier and description, period of performance, dollar amount, and client name and phone number) for previous work of this nature that your organization or personnel are currently performing or have completed within the last three (3) years. (C)1.Ability to complete projects in a timely manner, adhere to schedules and budgets, use cost controls effectively, and deliver products of high quality; (C)2.The degree of comparability of past projects to the current project, including number, complexity, and size. Subcontracts and partners will also be considered; (C)3.The quality of cooperation between organization, staff, and key personnel and the client. CRITERIA (D) The Offeror shall describe in a table the fully loaded end product prices for the following items, except for travel costs (transportation, per diem, and lodging): CLIN 0001, Compact Disk Database Legacy Wildlife Observations (>1980); CLIN 0002, Demonstrate legacy observations incorporation into Fauna (Net/Same Time Meeting); CLIN 0003, Formal Meeting (Net/Same Time Meeting); CLIN 0004, Informal Meeting (Net/Same Time Meeting); CLIN 0005, Working Coordination (Net/Same Time Meeting); CLIN 0006, Per Diem; CLIN 0007, Lodging. NOTE: Expect at least one meeting each CLIN; and, the travel should be estimated using the Federal Travel Regulation amounts. NOTE: There are 13 forests within the Region One, USDA Forest Service. **** HOW SUBMISSION WILL BE EVALUATED: Your Capabilities Statement will be evaluated based on: Criteria A and B are of equal importance; Criteria C is lower of importance. Criteria D will be evaluated for fair and reasonable prices and may be used as a discriminator for final selection. Any subfactors listed under each criteria are of equal importance. *** SUBMIT WHAT, WHERE, WHEN: Submission of offers will be approximately 30 days after issuance of solicitation; refer to actual solicitation (RFQ) for actual response date. Offerors shall submit their Capabilities Statement, as further directed in the Request for Quotation solicitaiton R1-03-03, in an original and four (4) copies to Sarah Langston, Contracting Officer, USDA Forest Service, Region One, Regional Office, Acquisition Management, PO Box 7669, Missoula, MT 59807. *** WHEN WILL SOLICITATION BE RELEASED: Request for quote R1-03-03 will be issued o/a June 25, 2003, and will be available at http://www.eps.gov.
