Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number OPM-RFQ-03-0014 is issued as a request for quote using simplified acquisition procedures. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. This acquisition is 100% set-aside for small businesses. The North American Industrial Classification System Code is 532111 with a small business size standard of $21.5 million. Contractor shall provide the following items: A model year 2003/2004 4X4, ¾ Ton truck with Automatic Transmission – Heavy Duty (if available), Gasoline powered engine, 8’ Regular Bed Pick Up or approved equivalent, Approximately 9,200 GVW. The following additional equipment is also required and must be completely assembled and tested: 8’ Western Pro Snow Plow or approved equivalent with; Under Carriage Ultra Mount System, Cab Mounted Command, Controller, Power Angle Blade, Front Suspension Timbren Load, Boosters; Henderson V-Box Salt Spreader (Model #FSP-8), 8’ Long V Box or approved equivalent with Approximately 10.5HP Gasoline Power Source. Offerors must submit signed and dated quotes on company letterhead. Award will be made to the lowest price quote that is determined to meet the requirements of this solicitation. The following Federal Acquisition Regulation (FAR) clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order: 52.212-1, Instructions to Offerors, Commercial Item (Oct 2000); 52.212-3, Offeror Representations and Certifications- Commercial Items (May 2002); 52.212-4, Contract Terms and Conditions- Commercial Items (Feb 2002); 52.219-6, Notice of Total Small Business Set-Aside; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (May 2002); 52.222-19, Child Labor; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers With Disabilities; 52.222-37, Employment Report on Disabled Veterans and Veterans of the Vietnam Era; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer- CCR.
