- Description
- NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV requires advanced mathematical statistical consultation services in support of of the NIOSH/HELD Biostatistics Branch. The expertise of a statistician(s), with training in applied and mathematical statistics and computer programming, will be utilized to provide statistical and programming support for projects within the Biostatistics Branch of the Health Effects Laboratory Division, NIOSH. The statistician must physically reside at the NIOSH facility in order to meet regularly with NIOSH investigators and to use on-site NIOSH computer services. Qualifications include the need for a principal investigator who would be a senior statistician trained at the doctoral level with considerable experience and would provide general supervision of statistician who provides the actual services. This statistician needs to have a masters degree in statistics or biostatistics with training in computer programming. The statistician needs experience in performing multiple types of statistical analyses involving scientific and health-related data derived from laboratory-based experiments and human population-based observational studies. Examples of some of the statistical analyses that are necessary include, analysis of covariance, mixed models, and Cox proportional hazards modeling. Experience with SAS programming language among others is necessary. Possible projects could include: 1) consultation on experimental study design for evaluation of occupational exposures and disease; 2) sample size and power estimates for observational and experimental designs; 3) data analysis to statistically evaluate the effects of exposures and treatment interventions on toxicity and/or disease; 4) computer programming for cluster analysis, data mining, microarray and proteomic analysis, functional data analysis, and nonparametric discriminant analysis; and 5) statistical programming, computer simulations and other data management-related tasks. Organizations that believe they can provide the required services are encouraged to identify themselves to the Contracting Officer within 10 days from the posting date of this notice. Interested parties shall provide documentation which demonstrates that they have the expertise and capabilities necessary to meet the stated requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will solely be used for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days, award will be made to West Virginia University Research Corporation under the authority of FAR 6.302-3. All information received will be considered by the Government.
