Description
The U. S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Service Center has a need for a complete upgrade of the existing WINDSX Security Access Control, Intrusion Detection, Alarm Annunciation and Closed Circuit TV (CCTV) Surveillance System. The contractor shall upgrade (to the most currently available version) the current WINDSX system software, upgrade and/or replace access control components, sensor(s) and alarm hardware components if needed, develop wiring and "as built" diagrams, install a CCTV surveillance system that includes three (3) Pan/Tilt/Zoom/Auto-rotate functions with supported cameras, install approximately 14 still cameras with simultaneous viewing, searching and recording capability, and develop/install central monitoring station which will house computer server, digital video recorder and monitors. The contractor will provide maintenance of installed system. The services include site preparation, maintenance, system analysis, proposed solutions, hardware installation, final cleanup, and final inspections. The contractor shall upgrade/replace all required wiring with high quality fiber optic, copper or other suitable grade wiring commensurate with the final installed system. The system shall have the ability to integrate with the currently installed ID Works Enterprise badging system or the ability to handle badging operations. The contractor will provide access control at turnstiles located at the south campus entrance and disability (Americans with Disability Act) gate to a fenced area surrounding the buildings and multiple entry point interior to the site's building. The system will support intrusion detection alarms and CCTV at entry doors to specified buildings, vault type rooms and selected rooms within the buildings. The contractor will maintain the complete system for the life of the contract. In an effort to maintain efficiency and consistency and to minimize user setup and upkeep, all aspects described above shall be performed with a PC based system using a single database. The Service Center is located in Albuquerque, New Mexico on the Kirtland Air Force Base. A pre-proposal conference will take place, the date and time to be determined. A walk through of the Service Center will take place as part of the pre-proposal agenda. Maps of the site will also be provided. Factors to be considered in proposing under this solicitation are: (1) a thorough knowledge of the WINDSX Total Access Control System and have certified DSX trained technician(s)/engineer(s); (2) contractor's ability to provide personnel who are able to obtain a "Q" level clearance; and (3) contractor's ability to maintain a 60% equipment supply of replacement parts for equipment provided with the ability to obtain any replacement parts within a 24-hour period. This acquisition is set-aside 100% for small business. The North American Industry Classification System (NAICS) code for this acquisition is 561621. The small business size standard is no more than $10.5 million average annual receipts for an offeror's preceding 3 fiscal years. The solicitation for this acquisition will be posted at the DOE E-Center website listed in this notice. All interested parties are required to register at this website in order to received further correspondence concerning this acquisition. A cost-plus-fixed-fee type contract is expected to be awarded as a result of this solicitation. The contract will have a two-year base period with three one-year option periods.
