- This is a re-announcement of an acquisition previously announced under Category R (see sources sought notice for Solicitation #NRCS-13-LA-03, posted 3/31/03). This re-announcement serves two purposes: (1) notify potential offerors that this acquisition, which is being conducted in accordance with OMB Circular A-76, is being transitioned to a Streamlined Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures; and (2) notify potential offerors that it has been determined that the Brooks Act is applicable and procedures in FAR Subpart 36.6 will be followed. NRCS seeks qualified commercial firms to provide soil conservation technician services throughout Louisiana. In accordance with OMB Circular A-76 and the Brooks Act, the cost proposal of any selected firm will be compared with the Governments in-house cost estimate. A contract will not be awarded to the selected firm if Government performance is determined to be more cost advantageous. These services are currently performed by Government personnel. Major components of this work include: preparing and assisting in the preparation of formal conservation plans; preparing contracts for program funding, contract modifications, contract payment applications, and supporting documentation; performing conservation practice field investigations, surveys, design, construction layout, and final inspection of practice installation; documenting practice application according to policy and procedure; and coordinating activities with other federal, state, and local units of government and private groups and organizations. The applicable NAICS code is 541990. The anticipated date for receipt of SF-254s and SF-255s is on or about August 6, 2003. The U. S. Government reserves the right to retain the work in-house and make no contract award.
