Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is RFQ-CAZ-03-58 and is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-14 with corrections dated June 3, 2003. (iv) Solicitation is a total small business concern set aside under NAICS Code: 562111, Solid Waste Collection. The size standard for this NAICS Code is $10.5 Million. (v) Line Items: Provide Dumpsters and Trash Collection Services at the following Locations for the remaining of Fiscal Year (FY) 2003 and three (3) option years:(1)Chapman Campground-6 cubic yard dumpster (2)Yamcolo Reservoir Boat Ramp-6 cubic yard dumpster (3)Bear Lake Picnic Area-6 cubic yard dumpster (4)Bear Lake Campground-6 cubic yard dumpster (5)Horseshoe Campground-3 cubic yard dumpster (6)Cold Springs Campground-3 cubic yard dumpster (7)Lynx Pass Campground-6 cubic yard dumpster (8)Gore Pass Campground-6 cubic yard dumpster (9)Blacktail Creek Campground-6 cubic yard dumpster. It is estimated that the seven dumps (every other week) will be required for the remainder of FY 2003 and eleven dumps (every other week) for each of the option years (Option Year 1 Line Items 1-1 through 1-12), (Option Year 2 Line Items 2-1 through 2-12), (Option Year 3 Line Items 3-1 through 3-12). Price per dump is required for the Base Year and each of the three Option Years for all line items. Line Item (10)Delivery Charge, Initial Placement (11)Pick-Up Charge, End of Season (If removed). (vi) The contractor shall furnish enclosed “bear-proof” garbage/trash receptacles, with easy opening lid(s) and which meet state and federal safety regulations and deliver to specified locations. (vii) WORK SPECIFICATIONS: 1. When notified by the COR, the contractor shall transport and place trash containers at each of the areas designated. Approximate starting for this will be July of 2003 and May 25 of options years, depending on weather conditions. Pre-season services include installing dumpsters and performing preventative maintenance checks. 2. All refuse must be removed from each trash container at each collection time. This includes refuse within a 15 ft. radius from the dumpster, as well as that deposited next to the receptacle but not inside. All refuse, falling or blowing from the trash containers or contractor’s vehicle during emptying operations shall be picked up immediately by the contractor. All lids of the containers shall be closed/replaced after each time the containers are emptied. Each container shall be kept clean and in good working condition with an outward appearance to reflect a recently maintained condition. 3. Collections shall be made on an every other week basis, starting when the COR or Government inspector notifies the contractor. All collections shall be made during the week, Monday-Friday, and shall be performed in a manner providing a minimum of interface with the users of the areas. 4. All trash and garbage collected under this contract shall be disposed of in a sanitary landfill disposal site, which meets the standards established by the Environmental Protection Act (PL 91-190, January 1, 1970). The nearest landfill meeting these standards is located near Steamboat Springs, Colorado. 5. Work shall be inspected by the Government and checked for compliance with the specifications. The Government will verbally notify the contractor within 48 hours of any non-acceptance of work. Verbal notification will be confirmed in writing; the contractor shall have 48 hours to correct the unacceptable work. 6. Payments will be processed at the end of each month upon completion and acceptance of services and the receipt of a proper invoice from the contractor. A summary list of the sites and dates serviced must be included on the invoice and the contractor may invoice monthly. (viii) Provision 52.212-1, Instruction to Offerors – Commercial, applies to this acquisition (ix) Provision at 52.212-2, Evaluation – Commercial Items, Price will be the factor to evaluate offers. (x) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with the offer. (xi) Clause 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. (xii) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statures or Executive Orders – Commercial Items, applies to this acquisition the following FAR clauses also apply: 52.216-18, Ordering; 42.216-19, Order Limitations; 52.216-22, Indefinite Quantity; 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract; 52.232-19, Availability of Funds for the Next Fiscal Year. AGAR clauses that apply: 452.216-73, Minimum and Maximum Contract amounts; 452.211-75, Effective Period of the Contract. (xiii) The following Numbered Notes apply to this solicitation and ensuing contract: 1 (one). (xiv) Offers are due 12:00 NOON, MONDAY, JUNE 30, 2003.
