- NA This procurement is for the solicitation of a firm fixed-price design-build contract for the Air Freight Terminal Facility, Dover Air Force Base, Delaware. The work will consist of design and construction of a new 33,000 sm Air Freight Terminal. Structur e shall be steel frame with reinforced concrete foundation, floor slabs, masonry walls/finish, and sloped standing seam metal roof. Project includes: Cargo Processing Bays ?????? 15,100 sm, Air Terminal Operations Center/Administration ?????? 4,500 sm, C overed Storage Area ?????? 10,400 sm, Hazardous Materials Storage Area ?????? 3,000 sm, Demolition and replacement of material handling equipment covered storage area (2,450 sm) (Facility #509) at a new site, Demolition and replacement of outdoor aircraft wash rack (Facility #66223) at a new site, Demolition and replacement of oil/water separator and lift station (133 sm) (Facility #583) at a new site, Demolition of marshalling yard facility (113 sm) (Facility # 581)(incorporate new yard as part of new Air Freight Terminal (AFT) project), Demolition of mobility processing facility (3,797 sm) (Facility #582), Demolition of C-5 Parts Store (677 sm) (Facility #585) (function to be re-located to Building Number 515), Demolition of Ramp Services Office (170 sm) (Facility #506) (function to be incorporated into new AFT), Demolition of Fire Station (1,454 sm) (Facility #510) (new Fire Station to be operational Spring 2004), Demolition of vacant Storage Facility (40 sm) (Facility #504), Demolition and replacement of pavilion (Facility #67585) at a new site, Demolition of pavement and underlying abandoned runway/taxi lanes. Known hazards are: Asbestos, lead based paint, mercury, freon, and petroleum contaminated soil. The project durati on is 730 calendar days. Freight terminal operations must continue without interruption during construction. The method of procurement will be Two Phased Design-Build Selection Procedures. Proposals will be evaluated in Phase One to determine which offe rors will submit proposals for Phase Two. Up to five firms selected in Phase One will be permitted to submit proposals in Phase Two. Source Selection Evaluation Factors are: Phase One (listed in descending order of importance): Prime Contractor Relevant Experience, Prime Contractor Past Performance, Project Key Personnel, and Project Management Plan, to include Quality Control Plan, Contract Closeout Plan, and Small Business Utilization Plan; and Phase Two (1) technical (listed i n descending order of importance): Design Drawings (Site and Building), Outline Specifications, Equipment Schedule, Design Calculation Methods and Selected Calculations and (2) price. NOTE: The overall Phase One technical rating is equal in importance t o the overall Phase Two technical rating and when combined, price will be weighted higher than technical merit. Detailed evaluation criteria will be included in the RFP package. The Government reserves the right to reject any or all proposals prior to awa rd; to negotiate with any or all proposers; to award the contract to other than the lowest price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and offers the greatest value to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE IN STEP TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROP OSAL RECEIVED. The NAICS Code for this project is 236210 and the small business size standard is $28.5 million. Issue date for Phase One Request for Proposals is on or about July 7, 2003 with proposals due by close of business on or about August 05, 2003 . This procurement is unrestricted. Solicitation documents will be available for downloading from the Internet at the following address: https://ebs.nap.usace.army.mil on or after issue date of the solicitat ion. The official media of distribution for this solicitation is WEB-ONLY. No written or faxed requests will be accepted. Interested contractors should register on the web page. If any registration information changes during the advertisement period, c ontractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notification of the solicitation and amendments. Bidders are responsible for printing paper copi es of the solicitation. All amendments to this solicitation will be posted to the Internet at the above address. Hard copies of the amendment will not be furnished. It is the bidders responsibility to monitor the web page for any amendments to this soli citation. The contractor must be registered in the DODs Central Contractor Registration database as required by DFARS 204.7300 and comply with VETS-100 annual reporting as required by FAR 22.1310(b) prior to award. Instructions will be included in the so licitation package. Liquidated Damages will be specified. Davis Bacon rates will be applicable and insurance and bonding is required. The cost limitation for this project is as follows (which includes all design-build cost and all Government cost for oversight): All Buildings and supporting facilities to include all site work and utilities to nearest tie-in point to existing utilities: $50,297,0 00 and (2) Material Handling Equipment: $21,000,000.
