Description
NA The Texas National Guard will issue a Request for Proposal for a Best Value Construction Indefinite Delivery Indefinite Quantity Multiple Award Task Order Contract MATOC for new construction, maintenance, repair and design build projects for the Texas Nati onal Guard primarily located at, but not limited to the following locations: Austin, Dallas-Ft Worth, El Paso, Houston and San Antonio. The Contractor must have proven design-build capabilities. The North American Industry Classification System (NAICS) cod es include: 236, Construction of Buildings and 237, Heavy and Civil Engineering Construction. The Small Business size standard is $28.5 million averaged over a 3 year period. The basic contract will be for one (1) year, with four (4) one-year options, for a maximum total of five years. A maximum of 6 TOC contracts will be awarded (Two (2) - Emerging Small Business; Two (2) - Small Disadvantaged Business/Hubzone; and two (2) - Unrestricted). Source selection procedures in accordance with FAR Part 15.3 and DFARS Part 215.3 shall be utilized for the basic contract. Evaluation criteria, in descending order of importance, are as follows: Past Performance, Technical Considerations and Price. Prospective offerors must submit a proposal for the prototypical proj ect to be considered for award. The project will be used to evaluate the price evaluation factors, and will be issued as first Delivery Order after award of MATOC. Individual Task Orders shall not be less than $2,000 or more than $2,000,000. A minimum gu arantee of one task order valued at $2,000 will be awarded for each contract for the base period only. The total combined amount of all awards shall not exceed $25,000,000. In accordance with FAR 16.505(b), the successful offerors will compete for all tas k order awards unless an exception applies. Task orders will be issued to contractors based on a combination of price and other factors (best value judgments) in accordance with FAR 16.6506. If any successful contractors are large businesses, they must su bmit a subcontracting plan for any task order proposal exceeding $1,000,000. Attendance at the pre-proposal conferences and site visits for task order awards are mandatory. The Government will not reimburse contractors for the associated costs of attendanc e. The Government intends to issue this solicitation and any amendments through the use of the Internet only. No additional media will be provided unless the Government determines that it is necessary. Contractors may view and/or download the solicitation and any amendments from the Internet at the following National Guard Contracting Electronic Bid Solicitation website: http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp . It is the contractor's responsibility to check the website dail y for any posted changes to this solicitation. Questions must be submitted no less than 7 calendar days prior to the closing date of the Solicitation. Offero rs, after registering for this solicitation, should verify their name appears on the Prospective Bidders List for this project. Contractors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. To register, access the CCR Internet address at: http://www.ccr.gov/ . The Solicitation will be issued on or about 30 June 2003, and proposals shall be due 30 days after date of issue.
