Description
This is a Request for Proposal (RFP) in response to subject solicitation for commercial services to manage the ?Air Force Family Child Care Subsidy Program?. This solicitation will result in a Firm Fixed price contract (with not-to-exceed cost- reimbursable items). Competition will take place under Best Value Source Selection procedures IAW FAR Part 15, in which the Government intends to award to the contractor whose offer conforms to the solicitation, and will be most advantageous to the Government, price and other factors considered (Price Performance Tradeoff procedures). Quality Assurance Personnel will be assigned to this contract to ensure performance. A Quality Assurance Surveillance Plan is included in the Solicitation, which outlines performance standards. A Contractor Quality Control Plan shall be required upon award. Period of performance will be date of award through 12 months, with four (4) 12-month Option Years to be exercised at the discretion of the Government. This program authorizes Government subsidy of child care costs to military service members. As Air Force Child Development Centers (CDC) operate at capacity, there is a need for care by individual child care providers. The contractor will provide all labor, facility, materials and equipment to manage purchasing and monitoring subsidized child care spaces in Air Force licensed on-base and Air Force affiliated off-base Family Child Care (FCC) homes world-wide. Duties include, but are not limited to, processing contracts with individual child care providers, collecting time sheets, tracking of services utilized and processing electronic funds transfer (EFT) payments (on a cost-reimbursable basis) to providers. Contract Line Item Number (CLIN) structure is: CLIN 0001, Contractor Labor (to manage program), FFP; CLIN 0002, Travel (cost reimbursable, estimate provided); CLIN 0003, Material/ODCs (cost reimbursable) and CLIN 0004, Provider Labor Fees (cost reimbursable, estimate provided). Solicitation may be viewed at this site, which includes the Evaluation Factors for Award, Proposal Preparation Instructions and Past Performance Information, which must be adhered to. In proposals, contractors shall be expected to demonstrate ability and qualifications to meet the requirements of the Statement of Work (SOW) and the technical evaluation factors. Contractors are required to provide at least three (3) references to contracts performed within the last three (3) years that demonstrate relevancy for same or similar service. The NAIC Code assigned to this project is 541611; size standard is $6,000,000.00. This is 100% set aside for small business. Non-personal services shall be performed at the contractor?s facility. Offers shall include a completed copy of all Representation and Certifications required, as identified in the solicitation. The award date is expected to be approximately mid to late Aug 2003. The Government reserves the right to award the contract without discussions. Proposals are due NLT 12:00 pm Eastern Standard Time on 10 Jul 03. The proposal shall be signed by an official authorized to bind the company. Contractor shall be prepared to provide evidence of small business certification and financial capability to fund the contract for approximately three (3) months.
