Description
The National Institutes of Health (NIH), National Institutes of Neurological Disorders and Stroke (NINDS), Magnetic Resonance Imaging Research Facility (NMRF) plans to procure on a sole source basis an MRI compatible anesthesia ventilation system with Datex-Ohmeda Inc., DBA Spacelabs Medical, 5150 220th Avenue SE, Issaquah, Washington, 98027. The supplies and services herein are bing procured with the simplified acquisition procedures as defined in FAR Part 13. The North American Classification System code is 421450 and the business size standard is 100 employees. NINDS requires the purchase of an MRI safe ventilator for two (2) purposes. First concern is for safety. The NINDS NMRF requires a ventilator that can be used in a magnetic environment. The NMRF currently has an anesthesia machine, which was not designed to be used in a room with a strong magnetic field. It could potentially harm personnel or research animals if not used properly. NINDS wishes to replace this piece of equipment with a ventilator that will eliminate the possibility of injury. The second benefit of this ventilator is the increased image quality, which shall benefit our research experiments. Datex-Ohmeda Inc., is the only source known to NINDS that is the sole manufacturer that can produce a unique MRI compatible ventilation system that can be used in any of the five (5) MRI units located in the In Vivo NMR Research Facility. In addition, it does not require installation of separate poser kits for each magnet area thru making it a portable unit. The portable system does not require any additional installation fees or downtime, and can meet the needs of NINDS NMRF. The portability of the Datex-Ohmeda system shall provide the researcher unlimited flexibility with anesthesia ventilation concerns. This is not a notice for competitive quotations. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement of any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:00 PM, EDT (local Washington, DC time) on July 8, 2003.
