- The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA) has a requirement for (2) solar trackers. These trackers must be capable of sustained (several years continuous) unattended operation in extreme ambient (outdoor) environments, polar to tropical in both hemispheres, and must meet the following specifications: 1) Maintain continuous solar tracking of a central tracker plane to within 0.05 degrees of the center of the refracted position of the sun under clear and cloudy conditions from sunrise to sunset for any location on earth. (Brief daily tracker resets to rewind and prevent tracker and instrument signal cable wrap is permitted.) 2) Tracker must have optional onboard capability to monitor and correct its central tracking plane for alignment errors due to installation alignment errors, timing errors, or errors due to degradation in initial alignment of up to 5 degrees. 3) Be capable of carrying up to four typical commercial pyrheliometers (possibly more with user modified mounts). 4) Have provisions to provide continuous solar disk shading for up to three typical commercial pyranometer or pyrgeometer instruments. The shade devices should be circular and cast a shadow with a 5 to 6 degree extent as measured from the center of the location of the pyranometers or pyrgeometers. 5) Able to carry a total balanced load of 50 Kg. 6) Be capable of remote communications via RS232 to monitor tracker performance, to permit time checks and resets, and general reset and restart using Windows based software. 7) Be capable of full automatic recovery to tracking specifications after general electrical line power failure of up to three days in duration. 8) The trackers must be corrosive resistant to extreme marine environments. 9) Have optional temperature range -50 C to +45 C. 10) Tracker and shade mechanisms must be able to withstand and maintain tracking accuracy with wind speeds up to 70 mph at sea level. 11) The tracker must be compact in size and weight - weight without stand, should not exceed 45 Kg, and size should allow for easy 1-man set up on rigid stand or table. 12) Mounting should allow for attachment to and existing support surface or custom fabricated mounting stand such that the tracker is easily accessible from surface on which the stand or table supported. 13) Either prior experience or rigorous testing must prove sustained tracking accuracy. This procurement is being conducted per FAR Part 12, Acquisition of Commercial Items (NTE 100K) as a combined notice/solicitation. No separate solicitation is available. The proposed procurement is non-restrictive, but small businesses will receive preference. The award decision will be based on technical merit, proven performance and price. Written quotes should address the required specifications and will be accepted until close of business July 11, 2003.
