Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Universite de Sherbrooke, Quebec, Canada, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available to provide extensions to the CASINO Monte Carlo Simulator of imaging in scanning electron microscopes. This is a sole source procurement as CASINO was developed by the Contractor and during previous work merged it with the NIST written MONSEL Monte Carlo Simulator package. NIST now needs enhancements to this already developed software to extend its capabilities to simulate secondary and backscattered electron image production in scanning electron microscopes, specifically to: 1) increase confidence in simulations; 2) increase the generality of samples and instruments that can be modeled; 3) provide a batch capability for CASINO so it can be used to generate model libraries for model-based library analysis; 4) increase speed; and, 5) provide capability for NIST to modify CASINO scattering algorithms. A fixed price purchase order will be issued for with a 1-year performance period on or about 07/18/03. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely with the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. See Note 26.
